This position is located at the Jamaica Plain Campus in Boston, MA at the VA Boston Healthcare System. This position provides a high level of analytical and procedural skill to perform a variety of complex tasks related to the approval and maintenance of research projects. At the GS-09 level this is a developmental position. Full performance-level is at GS-11 level.
Duties
This is a bargaining unit position.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday, 8:00am - 4:30pm

Major Duties:
This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS-09 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Promotion is not guaranteed and no promise of promotion is implied.
Serves as point of contact of the Research and Development (R&D) Committee. Responsibilities include oversight of committee to ensure compliance and quality assurance.
Stays informed and advises on guidelines to ensure compliance with Federal, State, VA and other applicable regulations and guidelines.
Serves as the accreditation Facility Liaison and is responsible for the preparation of accreditation applications and maintenance of standard operating procedures.
Responsible for conducting educational sessions for the investigative community on local and external research policies and procedures.
Establishes and maintains pre-review program coinciding with Central Institutional Review Board and R&D Committee in accordance with local policies.
Oversees the protocol review process ensuring projects are reviewed by appropriate personnel and issues related to project management are communicated and resolved.
Qualifications

Individual Occupational Requirements:
Undergraduate or Graduate education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration (TRANSCRIPT REQUIRED). OR
Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
- Missions, organizations, programs, and requirements of health care delivery systems;
- Regulations and standards of various regulatory and credentialing groups; and
- Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Specialized Experience For the GS-09 level:
To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Specialized Experience is defined as knowledge (1) applying analytical and evaluative principles to resolve issues and accomplish program goals for a clinical, medical, and/or research department/organization, (2) utilizing communication skills and applying stakeholder management principles, (3) creating, maintaining, and disseminating electronic information and documents/files with office automated systems, equipment and software. OR
Education. Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related. OR
Combination. An equivalent combination of specialized experience and graduate education that demonstrates your ability to perform the duties of this position. Your experience must be detailed in your resume and transcripts required.
Specialized Experience For the GS-11 level:
To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Specialized Experience is defined as experience (1) applying analytical and evaluative techniques in support of investigative studies involving human subjects, animal study research, research safety and security, and research information security, (2) providing technical/consultative guidance regarding research committee oversight matters and operations, (3) assisting with development and implementation of program informing processes and policies, (4) analyzing data, preparing data presentations, and developing action plans to resolve problems or improve efficiency. OR
Education. Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. OR
Combination. An equivalent combination of specialized experience and graduate education that demonstrates your ability to perform the duties of this position. Your experience must be detailed in your resume and transcripts required.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
