The Technical Career Field (TCF) is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions.

Duties

The TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field. Individuals selected follow a formal training plan for two years during which they are trained, coached, and supervised by a preceptor. Preceptors are selected annually, through an extensive application process, for their technical expertise, their commitment to training and the suitability of their facility as a training location. *Selectees will be required to sign Mobility, Training, and Continued Service Agreements. THIS POSITION WILL ONLY BE FILLED AT THE GS-9 GRADE LEVEL. SELECTEE MAY BE ELIGIBLE FOR PROMOTION TO GS-11 AFTER 1 YEAR. This is a developmental position leading to a GS-11, performing assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. This position is assigned to the Integrity and Compliance (OIC ) Program as a trainee in the VA Technical Career Field (TCF) Master's Program. The incumbent contributes to the fulfillment of the elements of an effective compliance program to include compliance program committee oversight, training and education, auditing and monitoring, risk assessment, open lines of communication, enforcement, recognition, investigation, and response. The Integrity and Compliance Officer (ICO) TCF Trainee assists in the planning, development, and implementation of compliance initiatives within the Medical Center and Community Based Outpatient Centers (CBOC)s. The ICO TCF Trainee functions under the direction of a designated Preceptor as an independent and objective person who reviews and evaluates compliance issues and concerns (as delineated under Major Duties and Responsibilities below) within the organization with limited guidance from the Veterans Affairs Central Office (VACO) OIC Program Office, the Veterans Integrated Services Network (VISN) OIC Officer and facility Director. During the training program, the ICO TCF Trainee works closely in collaboration with the Preceptor to conduct the primary duties/responsibilities. As time progresses in the training program, the ICO TCF Trainee conducts work more independently to prepare them for placement as a permanent ICO. Work schedule: Full time, Monday - Friday between the hours of 7:00am and 4:30pm. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/16/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Individual Occupational Requirement: Positions in the occupational series 0671 MUST MEET 1 of the following bullet points: Possess an Undergraduate or Graduate degree with a major field of study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (TRANSCRIPT REQUIRED) OR; Possess progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR; Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. THIS POSITION WILL ONLY BE FILLED AT THE GS-9 GRADE LEVEL. SELECTEE MAY BE ELIGIBLE FOR PROMOTION TO GS-11 AFTER 1 YEAR. You may qualify for the GS-09 based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR, Education: Applicants may substitute education for the required experience. AND, In addition to meeting the Individual occupation requirement, you must also meet the specialized experience as described below: Specialized Experience GS-09 Develops training objectives used as means for providing timely, effective communication of all new and/or key compliance issues to appropriate staff, Uses basic computer skills communication and report generation, Conducts ongoing studies of policies and procedures, resource utilization, and organizational structure for the revenue cycle and Non-VA Medical Care activities as related to compliance issues and adapts, modifies and changes these as needed to conform to compliance standards, Develops and implements a risk management process to periodically identify, assess, prioritize, respond to, mitigate, monitor and document compliance risks associated with the revenue cycle and Purchased Care activities, Draft of Monitoring and Auditing Plans used to help mitigate risk and linked to the risk management strategy and Monitors compliance with established policies and procedures which may involve identified or potential sources of compliance failures, Purchased Care operational failures, or in accordance with the risk assessment. You may qualify for the GS-11 based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have: Ph.D. or equivalent doctoral degree, 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
