This employee serves the USDA Forest Service at the International Institute for Tropical Forestry located in San Juan, PR and will provide personal assistance on highly controversial and confidential matters, office continuity, internal direction of the office, and special project assignments.

Duties
Duties listed below are at the full performance level.
Updates leadership on all matters impacting internal and external partners.
Plans and monitor office budget and enter information into the budgetary workplan.
Prepares confidential and sensitive correspondence for the leadership.
Assists with processing grants and agreements and ensuring that all paperwork and requests are accurate.
Assists with special project assignments related to highly controversial and confidential matters, office continuity, and internal direction of the office.
Formulates a variety of technical correspondence, incorporating leadership’s philosophy and goals.
Participates in management level meetings and discussions related to administrative and management support.
Supervises 20% or less of the time

Qualifications

Selective Placement Factor:
Fluency in spoken and written English and Spanish is required. This position, located in Puerto Rico, requires fluency in both English and Spanish to be able to communicate with employees, customers, contractors, and other collaborators.

Specialized Experience Requirement:
For the GS-09 level: At least one year of specialized experience equivalent to at least the GS-07 grade level in the Federal service. Specialized experience is defined as two or more of the following: Performed a variety of administrative functions including budget tracking, purchasing, records management, personnel administration support, correspondence, and administrative data management; and/or assisted with the research, review, and analysis of data and drafted reports or responses to requests for information; and/or prepared, reviewed and edited written correspondence, presentations, reports and similar products using a range of automated systems e.g., word processing, spreadsheets, presentation, email, scheduling, travel, budget and/or other comparable software and systems.
OR
A master's or equivalent graduate degree or 2 full years (36 semester/54 quarter hours) of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if directly related to the work of this position. Acceptable fields of graduate coursework include; Business Administration, Accounting, English.
OR
An appropriate combination of specialized experience and education described above. Only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level. The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.
For the GS-11 level: At least one year of specialized experience equivalent to at least the GS-09 grade level in the Federal service. Specialized experience is defined as three or more of the following: Served as the point of contact and coordinator for communications between internal and external contacts; and/or developed and implemented procedures to improve staff administrative effectiveness, automating and streamlining procedures; and/or planned, organized, and delegated tasks, collaborated with staff and management, and ensured all work was completed successfully; and/or Independently prepare and gather important data from sources related to program or office operations and develop reports and presentations for management.
OR
A Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher-level graduate education leading to such a degree; or LL.M., if related; OR an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
