You will serve as a Production Controller in the Public Works Department of Naval Facilities Engineering Systems Command (NAVFAC) Atlantic. **Above salary does not include locality. Locality adjustment will be determined by duty station location once a selection has been made.** This position is a 100% TDY position to Camp Lemonnier, Djibouti, Africa. This is a full-time temporary assignment not to exceed 1 year. May be filled as a temporary promotion or a temporary reassignment.

Duties

You will review request for construction, maintenance, repair, renovation, replacement and other services from initial customer request to completion of work and final billing. You will work with clients to clarify scope of work, financial obligations and desired completion date. You will collect and monitor information from a variety of sources and compile data to evaluate goals, detect errors, determine status of work, and evaluate trends to achieve best utilization of resources. You will track and monitor the status and completion of work through computerized management and maintenance system (Maximo). You will coordinate most of the timing and integrated production efforts of the many shops and departments responsible for work on various segments of maintenance and repair jobs.

  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position will require travel, 76% of the time or greater, from normal duty station. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) Planning, scheduling, fund tracking and resource leveling in support of facilities construction, maintenance and repair projects; 2) Reviewing Facility Service Contract (FSC) construction, maintenance, repair, renovation, replacement and other services to determine total cost; 3) Monitoring status of work, validating data, and coordinating completion of supporting actions through Maximo and other data basis; 4) Providing financial advice on funding procedures and ensures funding are in compliance with NAVFAC policies and instructions; 5) Monitoring estimated versus actual job progress and completion, materials status, authorizes variances and equipment usage; 6) Developing, preparing and reviewing reports, spreadsheets, graphs, and flowcharts for the use of production planning and control. ADDITIONAL INFORMATION: Work Environment: Camp Lemonnier, Djibouti, Africa is located in a harsh environmental setting with adverse weather conditions for many months of the year (excessive heat, humidity, and rain) and working in areas populated by poisonous snakes, plants, and/or insects, and contagious diseases and poor air quality, chemical handling areas, and damp and unheated spaces. The work may require extensive work shifts of 12-16 hours a day and more than a 5 day workweek. Generally, indoor work location has power, water, heating and air conditioning, although outages should be expected. The incumbent will be required to live on the camp, where living quarters are a container living unit (CLU), which may be very cramped with the requirement to share bathroom facilities. Initial living quarters may be a tent. Fatigue may occur from long work hours and uncomfortable living conditions. The position may be required to provide immediate contingency support requiring a physical and immunizations deemed necessary for the environment in which this support is provided. Incumbent is entitled to 25% Post Differential pay. Potential benefits for working in Djibouti: Ability to gain international work experience.
