About the Position: U.S. Army Medical Command (MEDCOM), US Army Health Contracting Activity (USAHCA), located at Fort Sam Houston, TX. This is an Acquisition Workforce Demonstration Project position.

Duties

Assign, manage, review, and evaluate work of subordinates; establishes and tracks metrics while fostering teamwork in the organization. Set workload priorities, makes assignments based upon the difficulty, complexity, type of work, employee capabilities and adjusts as required. Approve performance standards and evaluates the performance of employees. Serve as a contracting officer may be required to have an unlimited warrant authority for government contracts for procurement of health care providers, medical equipment and supplies, facility maintenance and environmental services contracts. Continuously evaluate the efficiency and effectiveness of all contractual and/or business operations actions assigned, and the acquisition processes and procedures executed.

Requirements

  • One year trial/probationary period may be required.
  • One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
  • Selectee must execute a written tenure agreement to remain in Federal service in the position for at least three years, unless specifically granted a position waiver.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position requires submission of a financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • Incumbent must meet positions pre-requisites to obtain and maintain a Contracting Officer Warrant.
  • Selectee must meet position requirements for Contracting certification within 36 months as of entrance on duty.

Basic Requirement for Supervisory Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000. OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience in the Federal service which includes experience in a variety of contract functions such as pre-award and post-award contract processing; and issuing Request for Proposals, conducting negotiations, performing technical evaluations, and soliciting contract awards. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03). You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementContracting/ProcurementHuman Capital ManagementPlanning and Evaluating Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
