The Health Eligibility Center (HEC) was initially established to implement Public Law 101-508, The Omnibus Budget Reconciliation Act of 1990, which authorized the Department of Veteran Affairs (VA) to verify income data with the Internal Revenue Service (IRS) and the Social Security Administration (SSA) for Veterans whose eligibility for medical care is based on their income.
Duties
Develop and recommend new/improved work methods, organizational structure, and procedures that promote efficiency.
Perform employee utilization reviews in the context of knowledge, skills, abilities, speed, volume, and quality requirements of the work processes.
Plan, develop and conduct internal review studies of substantial technical complexity.
Oversee execution of administrative activities.
Develop statistical and narrative data to justify work unit adjustments or position restructuring and a more productive or efficient use of personnel resources.
Verify income data with the Internal Revenue Service and the Social Security Administration for benefits eligibility determinations.
Ensure proper training resources are available to staff.
Reassign employees to meet fluctuating workload.
Realign priorities to support business requirements and operational objectives.
Convey findings, problem areas, and corrective recommendations to management and staff.
Work Schedule: 645AM -5:30pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/22/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: .
Verify Social Security Numbers for customers interested in enrolling in healthcare benefits.
Plan, schedule, and assign work.
Evaluate subordinate staff performance.
Participate in meetings, conferences, and committees.
Gather, analyze, interpret and track data.
