As a Deputy Director you will provide advice, support, oversight, and outreach to women Veterans by monitoring and coordinating the VA's administration of health care and benefits services and programs for women Veterans, serving as an advocate for cultural transformation in recognizing the service and contribution of women in Veterans and military members, and raising awareness of the responsibility to treat women Veterans with dignity and respect.
Duties
Develops and proposes new strategies and programs to improve the Center's services and outcomes.
Executes the agenda for Center-wide strategic short- and long-range operational planning and daily activities.
Develops and recommends to the Executive Director for approval annual operating plans and budget submissions that are consistent with the Director's strategic guidance.
Provides advice, guidance, interpretation, and recommendations to the Executive Director, senior Department and partner agency officials on all matters related to the Center's mission including planning for long range program goals.
Works with counterparts across the Department and the broader Veteran communities to integrate and advocate for women Veterans.
Oversees the Center's operational management, including: matrix supervision, establishing and delegating priorities and tasks, providing staff development
Oversees and executes short and long term goals, including: development and implementation of operating and strategic plans, develop policies, execute special initiatives and projects, and other duties as assigned

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/25/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
(1) Developing strategies to improve departmental operations;
(2) Approving annual operational plans and budgets for an office;
(3) Analyzing and/or evaluating research studies and reports impacting issues relevant to Veterans;
(4) Representing a director in meetings and conferences with top level officials.
(5) Experienced in root cause analysis on Veteran-specific issues to create solutions.
(6) Experienced in organizational change management using different models.
(7) Experience in drafting and/or preparing responses and talking points to prepare for Congressional inquiries, GAO reports, and other similar requests.
(8) Experience developing and facilitating Integrated Project Teams (IPT's), governance, or task force bodies.
(9) Expertise in personnel development and management.
