This position is located in the Department of Health and Human Services, Administration for Strategic Preparedness and Response, headquartered in Washington, District of Columbia.
Duties
WHAT YOU'LL BE DOING DAY TO DAY
As a Health Scientist, you will use your knowledge of and experience with Administration for Strategic Preparedness and Response to optimize business results and customer experience by:
Manages a complex acquisition process by coordinating through functional areas and providing technical oversight of the manufacturing, testing, clinical and non-clinical, regulatory, and qualify aspects of advanced development and acquisition programs.
Provides scientific oversight for acquisition of assigned testing and diagnostics demand forecasting and procurement including providing a programmatic interface to logistics support.
Presents information orally and in writing to a variety of audiences and is expected to serve a representative role for the IBMSC Testing and Diagnostics Domain Industry Engagement Team in the various presentations.
Responsible for assuring contracts are in full compliance with contractual/technical requirements.

Qualifications
WHAT WE ARE LOOKING FOR
Applicants must demonstrate that they meet the Basic AND Specialized Experience requirements as noted below.
Basic Requirement: You must meet the item listed below:
Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. (Must provide transcripts)
Specialized Experience:
GS-14: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing the duties listed below:
Formulating recommendations in concert with innovation and industrial base expansion, as well as overall department policy.
Providing scientific guidance to management in determining the impact of new regulations and statutes on programmatic practices and initiatives.
Initiating and/or participating in review and improvement of organizational activities and contract performance to achieve optimum efficiency.
Managing complex acquisitions and coordinating with disparate functional areas.
