About the Position: Serves as Program Coordinator Government Purchase Card, (GPC) responsible for the full range of program support to develop, implement, oversee and administer the GPC Program to ensure effectiveness, control of program cost, schedule and performance.

Duties
Provides policy interpretation to local contracting activities and customers.
Coordinates with legal office on all legal matters pertaining to GPC directives and procedures.
Prepares GPC program guidelines, status reports and briefings for higher authorities, commanders, and other contracting personnel.
Identifies unfavorable trends based on analysis of program and develops and implements corrective and preventive measures.
Responsible for submission of and adherence to annual audit schedule to ensue performance goals are met and costs controlled.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the employee to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This position requires submission of a Financial Disclosure Statement OGE Form 450, pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience which includes: 1. Utilizing Federal Acquisition Regulations (FAR, DFARS, AFARS), policies and procedures to resolve issues and assist customers; 2. Managing a Government Purchase Card (GPC) Program to ensure regulatory compliance; AND 3. Collaborating with senior management to determine which procedures are to be used for a given purchase to protect the Government's interest. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
