Duties

Serves as the Deputy Chief Financial Officer for the Office of the Chief Financial Officer and performs full supervisory functions. Assists in setting and executing program priorities, provides oversight and guidance to staff and staff managers for strategic planning, and the management of Indian Affairs financial resources to include accounting and financial reporting, contracting, and management/financial controls, and is the advisor to the Chief Financial Officer (CFO) for leadership and direction on all matters relating to fiscal management. Provide accounting, budget, financial, and policy advice to the CFO, Deputy Assistant Secretary - Management, and other senior officials both within and outside the Department, and participate and recommend solutions in councils, committees, and formal and informal management planning, policy, and decision-making sessions regarding legislative changes, technological improvements, and governmental policies and procedures involving important financial management issues. Provide executive direction to the Office of the Chief Financial Officer to include the Division of Acquisitions, Division of Financial Systems, Division of Accounting Operations, Division of Financial Reporting and Analysis and the Division of Internal Evaluation and Assessment Develop systems, procedures, and processes that are required for Indian Affairs compliance with Federal accounting standards. Represent Indian Affairs on financial matters within the Department, including the Office of Inspector General. Serve as liaison with OMB, GAO, the Department of Treasury, and representatives from other government agencies, and Indian Tribes. Ensure that investigative referrals and audits of Indian Affairs operations are promptly resolved. Coordinate resolution of audit findings. Oversee audit liaison and resolution activities with GAO and the Office of Inspector General. Oversee internal control reviews and report on financial systems.

  • The full performance level of this position is GS-15.
  • TELEWORK: Indian Affairs has determined that the duties of the position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
  • This is a supervisory position. Under provision of the Civil Service Reform Act, first-time supervisors are required to serve a one year supervisory probationary period before their appointment becomes final.
  • Those who do not satisfactorily complete this probationary period will be returned to positions of no lower grade and pay than those they occupied before assuming their supervisory assignment.

Qualifications

Basic Education Requirement: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. Minimum Qualifications: GS-15: Applicants must possess one year of specialized experience at or equivalent to GS-14 grade level performing all of the following duties: developing and implementing financial policies or procedures Bureau-wide; advising management on strategies to manage financial systems or operations; conducting legislative and policy research for impact to program processes and objectives; designing and developing administrative financial systems or processes; Identifying and developing ways to resolve problems or issues affecting administrative financial processes and policies. *A Certified Public Accountant is required for this position.* You must include your transcripts and proof of possession of CPA in order to be considered for this position. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date.

Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education which shows the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
