Duties

This position is located within the Department of Commerce (DOC), National Telecommunications and Information Administration (NTIA), First Responder Network Authority (FirstNet Authority), Office of the Chief Financial and Administrative Officer (OCFAO), in Reston, VA. At the full performance level ZA-4 the major duties of this position include, but are not limited to the following: 1) Planning, preparing, or participating in the creation of complex financial statements and reports to high level audiences. 2) Develops and maintains business and financial systems to assure compliance with budgetary limitations and allocations. 3) Develop reports and presentations of accounting and budget information. 4) Lead quarterly and annual compilation financial statements preparation in full compliance with Financial Account Standards Board (FASB) standards and government regulations. 5) Serve as liaison on audits of financial statements. 6) Develop and implement accounting policies and related internal control policies. 7) Determines an efficient organizational work flow and functional assignments. Plans for and anticipates workload changes by adjusting priorities and functions. 8) Employs expert knowledge of Financial Account Standards Board (FASB) and Federal Accounting Standards Advisory Board (FASAB) accounting standards. 9) Utilizes expertise in commercial accounting matters applicable for a wireless telecommunications enterprise. The FirstNet Authority has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Information ZA-IV: $117,962 - $181,216 per annum This vacancy may be used to fill additional positions as vacancies become available.

Minimum Qualification Requirements: To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series/grade to which you are applying. (1) Basic Educational Requirements: In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below: A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. IMPORTANT NOTE: You must submit your transcripts or other verification to verify that you meet this educational requirement. (2) Specialized Experience To qualify for the ZA-IV, you must possess at least one full year of specialized experience equivalent to the ZA-III or GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Supporting Financial Accounting Standards Board (FASB) and/or Federal Accounting Standards Advisory Board (FASAB) audit programs including developing objectives, scope, methodologies, and audit steps. 2. Providing interpretations of requirements, guidance or other issuances by Treasury, Office of Management and Budget (OMB) and/or other standard-setting organizations for internal/external stakeholders. 3. Evaluating and analyzing accounting records/financial transactions, systems, and processes to prepare accurate, meaningful operational and financial reports. Must meet all three.
