Duties
You will serve as Associate Counsel, Office of Counsel, Navy Bureau of Medicine and Surgery (BUMED).
You will provide legal advice, consultation and representation, for BUMED and its component parts primarily regarding civilian personnel law, general administrative law and health law.
You will advise on Department of Navy, Office of the General Counsel practice areas including civilian personnel law, health law, fiscal law, ethics, and federal acquisition law.
You will advise on Department of Navy, Office of the General Counsel practice areas including Freedom of Information Act and privacy law, environmental law, occupational health and safety law, and general administrative law.
You will be responsible for administrative employment litigation before the EEOC and MSPB.
You will be responsible for federal court litigation involving civilian personnel law matters.
You will provide guidance to civilian personnel law practitioners on unique/complex civilian personnel law litigation and policy-related issues.
You will advise on general administrative law topics as they apply to BUMED.
You will advise on health law topics as they apply to BUMED, risk management, quality assurance investigations, and credentialing/privileging military/civilian healthcare providers.

Qualifications
This position will be filled under the General Schedule (GS) at the GS-14 or GS-15 level.
To be eligible for selection at the GS-14 level, the candidate must have at least two years of legal experience in Federal Civilian Personnel Law (CPL) with significant litigation experience, and a total of three-and-one-half years of relevant legal experience.
To be selected at the GS-15 level, the candidate must have five-and-one-half years, in the aggregate, of legal experience in Federal CPL and health law and/or in another OGC practice area, with at least three-and-one-half of those years concentrated in Federal CPL litigation.
Experience in health law, ethics, standards of conduct, acquisition, fiscal law, and FOIA/Privacy Act issues is desirable.
The successful candidate must possess strong verbal and written communication and interpersonal skills.
Applicants with a record of making significant contributions to the advancement of the DON OGC or equivalent Office of the General Counsel or Law Firm/Office beyond the day-to-day legal practice are desired
Education
The successful applicant must have graduated from a law school accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. Territory, or the District of Columbia, and be admitted to practice before a state or federal court.
