The Supervisory General Engineer - Director of Lease Division is in the Office of Real Property (ORP) and reports to the Associate Executive Director (ORP), Office of Construction & Facilities Management (CFM). The Director of Lease Division is responsible for oversight of the requirements, development, award, and construction of the portfolio of leases executed by ORP. The portfolio may include leases from any of the VA's Administrations as well as Central Office.

Duties

Major Duties Include (but not limited to): Responsible and accountable for staff managing leasing program activities, and ensures compliance with laws, policies, regulations, and acceptable practices in overseeing the planning, evaluating, budgeting, controlling, and assuring acquisitions, management, and lease construction as well as program quality assurance. Advises and counsels the Associate Executive Director on any lease program matter and incumbent's judgement is accepted as authoritative in the interpretation and application of laws, policies, and procedures affecting and effecting leasing activities. Exercises staff supervision, coordination, and review over real leasing activities. Reviews work of staff for technical adequacy, priorities, and conformance with laws, policies, and procedures. Interprets agency objectives into specific procedures, policy, and plans and ensures their consistent application. Supports congressional testimony through prioritizing real property programs and funding consistent with approved documents and VA mission priorities. Participates as senior leasing engineer representative on regional task forces, non-federal task forces, and committees as needed. Coordinates projects that require solving complex legal and construction issues, determining financial requirements, rendering decisions that affect the timing, and providing the most favorable terms for the Department. Interprets federal and state laws that govern leasing and the impacts of area local laws, ordinances, and regulations regarding construction, safety, and licenses or permits to do the business as they relate to leasing. Supervises all aspect of work of the assigned programs and develops performance standards, evaluates performance, and where appropriate recommends rewards. Identifies developmental and training needs of subordinates and makes provisions for meeting these needs. Provides technical oversight and coordination of assigned programs and activities and develop Quality Control (QC) plan for the assigned programs, projects, and activities. Develops procedures for assuring compliance with QC plans while certifying that leases and other documents comply with QC plan in accordance with delegated authority; and certifies that other actions being forwarded to higher authorities comply with this plan. Work Schedule: Monday - Friday, 8am - 430pm Telework: Telework is available. Applicant will be required to report onsite to their local VA Facility 50% of the time. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. You must possess at least one (1) year of specialized experience as described below and meet the Individual Occupational Requirement: (There is no educational substitute at the GS-15 Level in-lieu of Specialized Experience) Individual Occupational Requirement (IOR) for the General Engineering Series 0801: (Applicant must meet one of the following to fulfill the IOR) A. Degree: Professional Engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statistics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. [COPY OF BACHELOR'S DEGREE TRANSCRIPTS REQUIRED WITH APPLICATION] OR, B. Combination of education and experience. college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure: Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test: Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum: Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. [The above examples of related curricula are not all inclusive]. SPECIALIZED EXPERIENCE: GS-15 grade level: One year of specialized experience (equivalent to the GS-15 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. NOTE: Evidence of this specialized experience must be supported by detailed documentation of like duties performed in positions held on your resume. You will also need to provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of specialized experience at the required grade level]. Specialized experience includes: Develop short- and long-term plans and improvement opportunities, and communicates these to executive leadership. Manage staff to effectively execute leases in compliance with real property leasing policies and regulations. Adjust subordinate work assignments based upon priorities and fluctuating workload, including defining roles and responsibilities of staff to avoid duplicating efforts. Implementing and enforcing all safety rules, regulations, and directives applicable to the work supervised. Maintain a working knowledge of public laws, Executive Orders, regulations, and directives related to real property leasing programs. Ensure contract packages use approved templates and certification pre-award checklists in compliance with departmental policy for real property leases. Serve as subject matter expert in departmental real property leasing policies and real property leasing regulations. Ensures timely delivery of all approved leases against established baselines. Education

There is no educational substitution for the GS-15 level in-lieu of Specialized Experience.
