This announcement is for a Detail/Temp Promotion NTE one (1) year opportunity. The position is located in the Office of Design and Construction (ODC), Office of Construction & Facilities Management (CFM), Office of Acquisition, Logistics, and Construction (OALC), Department of Veterans Affairs (VA). The incumbent is responsible for supporting the Associate Executive Director (AED) of ODC as Deputy, as well as program management responsibilities for the various programs that fall within ODC.

Duties

This position fully shares with the manager the direction of all phases of the organization's program and work. A deputy's opinion or direction is treated as if given by the chief. The incumbent is responsible for the oversight of nationwide ODC programs, regions and teams to ensure timeliness and performance, meeting ODC's mission, and accountability. The incumbent supervises a team of support staff and undertakes broad planning and operational tasks for ODC. The major duties and responsibilities include, but are not limited to: Program Management Exercises delegated authority to oversee the overall planning, direction, and timely execution of ODC program requirements ( which are managed through subordinate regional office organizational units), including development, assignment, and higher level clearance of goals and objectives for supervisors or managers of subordinate organizational units or lower organizational levels. Reviews and provides input to multiyear and longer-range work plans developed by the supervisors or managers of subordinate organizational units and subsequently manages the overall work to enhance achievement of the goals and objectives for AED approval. Plays a critical role in establishing the protocol for the deployment of CFM's architect and engineer workforce on a nationwide basis and ensures compliance with policy. Develops strategies and plans for providing continuous, high-quality, professional, efficient engineering and architectural expertise needed to support the construction of complex VA healthcare and other facilities. Manages the development of policy changes in response to changes in levels of appropriations or other necessary changes. Reviews complex design plans and specifications for adequacy and feasibility as well as to verify accuracy and completeness of engineering design. Quality Assurance Provides engineering and architectural technical oversight and coordination of assigned programs and activities and develop a Quality Control (QC) plan for the assigned programs, projects and activities. Develops procedures for assuring compliance with QC plans. Ensures that contracts, plans, budgets, schedules and other documents comply with QC plan, in accordance with delegated authority. Verifies that reports are in accordance with QC plan. Supervision and Management Supervises all aspects of the work of the assigned staff. Provides advice and counsel to other disciplines, i.e., contract specialist, engineers, architects management analysts (in concert with Director) and clerical personnel. Works with subordinates to manage office operations and prepare estimates of requirements of time and money. Develops performance standards, evaluates performance, and where appropriate, recommends awards. Facilitates matrix assignments into and out of supervised region, coordinating and adjusting work priorities and program goals as necessary. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/20/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Managing and overseeing major medical and/or cemetery renovations or new construction; Conducting quality assurance and project management for Federal major medical or cemetery construction projects; Developing long range plans, goals and objectives for the organization; oversee organizational change; Facilitating information sharing, coordination and distribution of technical data related to project management; Briefing senior leaders and congressional staffers. You will be rated on the following Competencies for this position: Communication General Engineering/Architecture Leadership Managing Human Resources Project Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
