About the Position: U.S. Army Contracting Command Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.

Duties

Participate in negotiation conferences with senior Government officials and industry corporate officers. Lead the team in identifying, distributing, and balancing workload and tasks among employees. Communicate to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues. Develop acquisition objectives and milestones to obtain the contracted services within the timeframe demanded the particular project. (Pre-Award). Perform contract management functions in accordance with Federal Acquisition Regulations and contractual agreements. (Post Award).

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Certification within 36 months of entrance on duty.
  • Must submit of a Financial Disclosure Report OGE-450 upon entry into position and annually thereafter.
  • This position requires certification per Federal Acquisition Regulation (FAR) and its supplements necessary to obtain a Contracting Officer Warrant.

OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent) 1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: 1) Formulates the negotiation strategy, such as preparation and execution of memorandums that detail the terms, conditions, or pricing; 2) Provides advice or guidance in the development of acquisition milestones for contracted agreements; AND 3) Experience managing individual work assignments and/or milestones. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
