This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a procurement member of project teams within the Aberdeen Proving Ground (ACC-APG) Division, located in Aberdeen Proving Ground, MD, Fort Detrick, MD, and Fort Huachuca, AZ.
Duties
Serves as a Contract Specialist within the delegated authority for pre and post award contracting/procurement requirements for high visibility, critical, or otherwise significant programs.
Serves as point of contact for assigned procurements.
Resolves contractual issues and recommend revisions to performance work statements and specifications with the customer.
Negotiates contract modifications, task orders, and delivery orders for multi-disciplined government contract/procurement negotiations.
Guide the full range of contract/procurement management actions required for the execution of assigned acquisition programs including cost or price analysis.
Monitors progress on contracts through correspondence, reports, vouchers, on-site investigations, and occasional visits to performance work site.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Foundational Certification-Contracting within 36 months of entrance on duty.
- Must be able to obtain and maintain a secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.
- Must file financial statement.
- Business travel is required 25% of the time.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Education Requirement for Contract Specialist: Bachelor's degree (or higher degree) from an accredited educational institution. Note You must submit unofficial college transcripts with your application. (Transcript must clearly show the degree was awarded/conferred, the date the degree was earned, and the name of the College/University).
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent) 1102 on or before September 30, 2000.
Specialized Experience: One year of specialized experience which includes: (1) Performing pre-award and/or post-award functions to ensure government funds are allocated correctly; (2) Providing guidance on technical requirements to negotiate procurement of supplies and services and/or construction contracts; (3) Monitoring contractors' performance for compliance with terms and conditions of contracts. (4) Performing contract price/cost analysis, including review of cost breakdowns and audits.

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
Education can be substituted for experience.
