This position is located in the United States Agency for Global Media within Voice of America, East Asia and Pacific (EAP) Division. The incumbent will serve as the Khmer Service Chief and will have overall editorial and managerial responsibility for all aspects of Cambodia operations. The incumbent will report to the EAP Division Director and supervise writers, reporters, editors, producers, on air talent, stringers, researchers, and other staff.
Duties
As a Supervisory International Broadcaster (Khmer), you will be responsible for duties to include, but are not limited to:
Demonstrates consummate leadership ability with an emphasis on building large teams and managing them.
Plans work to be accomplished by subordinates, set and adjust short-term priorities, prepare schedules for completion of work, and assign work.
Exercises significant responsibilities in dealing with officials of other units or organizations, or in advising management officials of higher rank.
Evaluates subordinate supervisors and serves as the reviewing official on evaluations of nonsupervisory employee rated by subordinate supervisors.
Requirements
- You must be a U.S Citizen or U.S. National.
- Candidates MUST meet all qualification requirements by closing date.
- This is a national security position. If selected, this position requires the completion of the SF-86.
- Suitability Determination: If selected, you may be subject to a background investigation to establish your suitability for federal employment. The background investigation may include, among other aspects, a review of your credit and legal history.
- This position is not covered by a Union Agreement.
- This position has been designated supervisory requiring that the selectee on an initial appointment as a supervisor or manager serve a one-year probationary period.
- The full performance grade level for this position is GS-14.
- This position may require working nights, weekends, and holidays.

Qualifications
Screen out factor: Applicant must have fluency in both English and Khmer languages that enables you to speak, read, write, report, and translate in both languages.
Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the GS-13 or comparable pay band in the Federal service or equivalent experience in the private sector. Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position.
Expertise in journalism and leading a team of journalists producing multimedia content for the region of Cambodia.
Expertise in creating and production of multimedia newscasts, including production of content for broadcasting.
Expertise in the Cambodian media market that enables the incumbent to plan and create content and marketing strategy for the Khmer Service.
Extensive or broad experience preparing and managing budgets, including execution of plans that meet the mission and focus of the Voice of America.
Experience managing a diverse staff of journalists and producers in the U.S. and abroad.
Experience covering a variety of topics concerning Cambodia such as international relations, economics, culture, and socio-political development.
Education
Education is not required for this grade level. It cannot be used for qualification purposes.
