The U.S. Office of Personnel Management (OPM) seeks a litigator experienced in Equal Employment Opportunity (EEO) matters to work with a talented group of professionals at the Office of the General Counsel (OGC). You will supervise the office's EEO litigation, personally handle the agency's most impactful EEO cases, and serve as a senior advisor to other attorneys.

Duties

The incumbent is a supervisor and subject matter expert in EEO litigation and related matters. The incumbent will report, and provide assistance and support, to the Associate General Counsel for the division. Major duties and responsibilities include: Serving as the first-line supervisor to attorneys/paralegals on EEO matters, which may include assisting the Associate General Counsel or directly performing the following duties and responsibilities: assigning work; providing direction on how to accomplish assignments; reviewing, providing feedback on, and approving work products; evaluating performance of subordinates; providing advice, counsel, and instruction to individual employees on both technical and administrative matters; interviewing candidates and making selection recommendations to OGC leadership for filling vacant positions; making recommendations for appointment, promotion, or reassignment; effecting disciplinary measures as appropriate; identifying and addressing developmental and training needs of employees; and making recommendations to the Associate General Counsel on settlement of matters. Representing the agency in important and sensitive litigation at the EEOC. Directly supporting, and assisting other attorneys in supporting, the Department of Justice in trial and appellate litigation, including consulting with Justice concerning whether the agency should seek further review of adverse decisions. Other supervisory and attorney-advisor duties as assigned, including in subject matters such as adverse and performance-based actions; suitability and security; internal and government-wide labor relations; collective bargaining; FOIA and Privacy Act appeals; MSPB and FLRA appeals; governmentwide intervention and reconsideration of MSPB and arbitration decisions; and examination, certification, and appointment into the civil service.

Qualifications

Basic Qualifications A J.D. from a law school accredited by the American Bar Association; Demonstrated excellence in EEO litigation; and At least one full year of experience comparable in difficulty and responsibility to at least the GS-14 level in the Federal service. Preferred Qualifications Previous supervisory experience is strongly preferred. Demonstrated excellence in both written and oral advocacy, including drafting under time pressure. Demonstrated experience managing and analyzing complex legal issues and questions. The ability to provide excellent customer service and to exercise sound judgment and decision-making in challenging situations; High competence in legal research and analysis, including the ability to effectively integrate and synthesize facts and law to make legally sound decisions, including in compressed timeframes; The ability to work both independently and as a team member in a demanding environment; Willingness to consider diverse perspectives and ability to navigate changing circumstances; Ability to effectively manage multiple work assignments and competing priorities concurrently; Ability to develop and maintain collaborative working relationships, both within and outside OGC. Ability to inspire and foster team commitment, spirit, pride, and trust; facilitate cooperation; and motivate others to accomplish goals.
