DIRECT HIRE AUTHORITY: This position is being filled using Direct-Hire Authority (COVID-19 - VA 005) in-accordance with 5 U.S.C. 3304(a)(3) and 5 CFR 337.205(b)(1)-(4).
Duties
This position is located in the Clement J. Zablocki Medical Center, Milwaukee, WI. The incumbent functions as an Air Conditioning Equipment Operator, and acts as Operator in Charge, locating problems and initiating immediate corrective action to maintain adequate temperatures and humidity.
Major Duties:
Acts as the operator in charge and locates problems and initiates immediate corrective action to maintain adequate temperatures and humidity in facilities.
Performs operations needed to properly control the heating, cooling and protection systems of the hospital's steam and heating, hot water supply, exhaust air, safety and fire protection, refrigeration and chilled water, condenses and cooling tower water, and other service equipment.
Controls and monitors all basic life support systems to include but not limited to, oxygen, air handling, nitrous oxide, vacuum, electrical, natural gas, air systems, temperature and humidity controls.
Monitors the emergency diesel generator and controls the distribution of power on a priority basis.
Evaluates and determines if malfunctioning equipment can remain in service or if it would create a safety hazard or make repairs excessively costly.
Repairs a large variety of equipment in various fields.
May serve as "spare man" (shift rotation) when employees are absent on any shift at any time Sunday thru Saturday, and perform maintenance of equipment throughout the medical center complex.
Makes emergency repairs on all building systems on all shifts of the medical center complex.
Determines what work must be done and has the authority to approve emergency overtime or to call in necessary maintenance personnel. Responds to emergencies such as fires, power failures, persons needing removal from elevators, sanitary hazards and failure of large complicated and complex equipment.
Work Schedule: Full-time, Day shift operator hours: 7 AM-7 PM, 2 days on 2 off, 3 days on 2 days off, 2 days on 3 off; 6 of the days are 12 hour shifts with one 8 hour shift to get 80 hours for the pay period/every 2 weeks. The 8 hour shift is 11 AM-7 PM.
The incumbent must comply with any EPA certifications and/or requirements. The regulations require technicians to observe practices that minimize releases of refrigerant to the environment and to be certified as knowledgeable of these requirements, therefore, to ensure that the individuals handing refrigerant must be certified technicians.
An EPA Universal certification is required. (You must provide a copy of your certificate or card in your application, failure to do so will result in loss of consideration.)

Physical Requirements: Must work from ladders, scaffolds, at varying heights with equipment that is placed at hard to reach places. Must be capable to use tools of the trade. Works from a standing, stooping, bending, kneeling, climbing position which are uncomfortable and tiring. Occasionally lifts materials weighing up to 50 pounds.
Working Conditions: The work is performed both inside and outside in inclement weather conditions. Area is frequently dirty, dusty, and greasy has frequent exposure to the possibility of scrapes, burns, cuts, electrical shock, bruises, falls, etc.
Qualifications
EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.
