This position is part of the Defense Human Resources Activity. The incumbent will be responsible supervising 5-8 Resource Management Advisors in the grades of GS-13 and GS-14, oversees a broad portfolio of DSSC programs, conducts direct liaison with 11 DSSC Program Directors and serves as the principal liaison with the DHRA Comptroller; DHRA Director, Program Analysis and Evaluation; and the DHRA Senior Resource Advisor on behalf of the Director, DSSC.
Duties
As a SUPERVISORY POLICY AND PROGRAM OFFICER at the GS-0301-15 some of your typical work assignments may include:
Serves as an expert planner, analyst, and advisor for Program Analysis and Evaluation to include resource management related planning, programming, budget execution and program performance evaluation matters as it relates to the DSSC portfolio.
Develops plans and projects; collects and analyzes the necessary data; identifies and validates requirements; and investigates and resolves complex issues to support all DHRA program analysis and evaluation processes and deliverables.
Supports the program Directors, Deputy Directors, Resource Management Advisors, Contracting Officer's Representatives, and Program Managers to deliver an integrated and coordinated DSSC enterprise-wide approach to fiscal and requirements management that is aligned to the DHRA Strategic Management Plan and higher strategic guidance.
Primary liaison to the DHRA Comptroller; DHRA Director, PA&E; and the DHRA Senior Resource Management Advisor. The major functions of the Director, P A&E fall into five categories: Program Planning, Management, Review, and Evaluation; Requirements Management; and Continuous Process Improvement.

Qualifications
You may qualify at the GS-15, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-14 grade level in the Federal service:
Oversees all phases of budgeting and execution processes to include formulation, preparation, execution, entitlements, and ensures proper postings to the DoD financial management process
Produces project studies, analysis of effectiveness, efficiency, and productivity to identify and assess business challenges and opportunities
Applies qualitative and quantitative methods for the assessment and improvement of complex programs, budget processes, plans, and systems.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
