Duties
This Program Manager position is located at Enterprise Support (ES), Training and Development (T&D), Canine Training Center,, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Oversees and initiates strategic planning to position the canine program for ongoing growth and effectiveness, communicates the program's vision to both internal and external stakeholders and Congress. Sets overall priorities, goals and objectives and evaluates the program's success in meeting such objectives. Monitors and evaluates performance of organizational sections, managers and staff. Defines staff and resource requirements and participates in planning efforts across organizational units.
Conducts initial and recurrent training, as well as annual certifications, for over 1,000 canine teams deployed across the country; provides standards, training, and quality assurance for Regional Canine Training Instructors.
Leads TSA's relationship with Military Working Dog program, co-located with TSA's program at Lackland Air Force Base; this includes directing staff to ensure proper veterinarian and other care for canines, budgeting, planning and executing facilities expansion strategies, and collaborating with explosives detection canine capabilities.
Provides numerous briefings to the TSA Administrator and represents TSA before Congressional Committees on issues relating to procurement, training, and deployment of teams.
Ensures adequate resources are procured, trained, deployed, and evaluated to meet the current multi-modal security requirements; includes but is not limited to adequate training facilities and equipment for all assigned personnel.
Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position.
Qualifications
To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Experience managing program activities, including setting priorities and goals regarding canine air cargo screening to high level stakeholders; and
Experience providing standards, training, and quality assurance for the canine training program.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
