The position is located in the Office of Human Resources which provides a comprehensive program that covers position management and classification, personnel staffing and recruitment, pay administration, compensation and benefits, performance management, labor and employee relations, human capital planning and retirements.
Duties
Administers a comprehensive benefits program to include life and health insurance, retirement benefits, Thrift Savings Plan (TSP), Social Security, Death Benefits, etc.
Serves as the agency's retirement expert and provides individual counseling and annuity estimates for employees under various law enforcement (LEO) and regular retirement plans, including CSRS, FERS and CSRS Offset. Assists retiring employees with their Application for Retirement packets and assures that the paperwork is accurate and complete before submission to OPM for processing.
Provides information and advice to employees on the full range of employee benefits, including TSP, life insurance and health insurance. Keeps abreast of any changes involving employee benefits and assures that the appropriate information is provided to all employees. Advises employees of open seasons, updates on TSP earnings, and availability and deadlines for various opportunities.
Prepares analyses, projections and reports regarding retirement eligibility and succession planning.
Consults with supervisors, managers and other human resources specialists to jointly develop strategies and solutions for dealing with difficult and/or controversial human resources management issues and problems.
Interprets regulations, policies and directive to provide guidance and assistance on pay issues to agency supervisors, managers and employees.
Requirements

Qualifications
You may qualify at the GS-12 level if you fulfill the following qualification requirement:
Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-11 grade level or pay band in the Federal service that demonstrates your ability to work with employees on the resolution of problems that arise during the processing of benefit enrollment requests, retirement eligibility, and other benefits-related issues. Experience advising, and researching Federal pay and compensation program laws, regulations, policies, and practices to conduct regulatory analyses.
You may qualify at the GS-13 level if you fulfill the following qualification requirement:
Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-12 grade level or pay band in the Federal service that demonstrates your ability to provide advice on/calculate retirement determinations in complex cases, such as re-employed annuitants and disability retirements; handles correspondence to employees/survivors on complex, delicate, or highly contested determinations of benefits eligibility and/or retirement coverage. Experience advising, interpreting, or researching Federal pay and compensation program laws, regulations, policies, and practices to conduct regulatory analyses.
Time-in-Grade Requirement: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement.
GS-12: Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.
GS-13: Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
