About the Position: This position serves as a Budget Analyst, DE-0560-3 in Army Futures Command (AFC), located in Austin, Texas. AFC exists to modernize the way the Army does business by creating a space of endless possibilities to explore, develop, and test new methods, organizations and technologies.
Duties
Performs a wide range of analytical and administrative duties in the formulation, presentation, and execution of the annual budget.
Researches, compiles, summarizes and estimates personnel salaries, training and travel expenses, contractual support, and other costs as applicable.
Monitors the use and rate of approved program/budget execution through continuing dialogue with managers, a review of written documents and examination of financial accounting records.
Ensures compliance with fiscal law and financial management procedures through continual review, surveillance and execution of funds.
Reviews, analyzes, and edits budget estimates and requests distribution of funded allocations while ensuring accuracy, adequacy of supporting narrative justifications, and conformance with budgetary policy and guidelines.
Performs in-depth, rigorous analysis of budget requests by employing techniques such as cost-benefit analysis, program tradeoffs, and exploring alternative methods of funding for current and programmed budget years.
Assembles and/or develops detailed strategy and background data and documentation to be used in support of the Software Factory budget in the consolidated budget submission to higher headquarters.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This is a Financial Management Level 2 Certified position designated as such in accordance with the National Defense Authorization Act 2012. Incumbent must obtain this Level 2 Certification within their first two years of employment
- Appointment to this position is subject to a three year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Specialized Experience: One year of specialized experience which includes: (1) Leading the development and management of account business information utilizing automated business systems; (2) Tracking obligations and expenditures for various financial and budgetary efforts to ensure proper allocation of funds; (3) Developing an organization's budget forecast across fiscal years, in consultation with senior leaders(This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (DE-3/GS-11).
