About the Position: The incumbent of the position serves as the Budget Officer and Chief, Budget Execution, Comptroller Branch, is responsible for the overall planning, direction, coordination and supervision of all phases of the Command budgetary process.

Duties

The incumbent is responsible for an annual budget. The incumbent provides advise and guidance to the Commander AFC, Headquarters Staff and subordinate AFC organizations on all aspects of financial and manpower resources. The incumbent coordinates the resource management activities of the agency. The incumbent provides budget officials with information such as: reports showing the status of receipts, obligations, and expenditures of funds. The incumbent plans work to be accomplished by subordinates.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position requires the incumbent to obtain a Level III Financial Management Certification within 24 months of entrance on duty.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.

Specialized Experience: One year of specialized experience which includes: 1) Leading the planning, formulation, justification, execution, and review of the budget for the operations for a major Command; 2) Conducting complex studies to improve budgeting and funding operations; 3) Developing, issuing, and implementing Command-wide programming and budgeting policies and procedures; 4) Distributing and controlling Science and Technology funds. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Budget AdministrationBudget Formulation, Justification, and PresentationConcepts, Policies, and Principles of BudgetLeadership Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
