Duties

Salary: Salary listed reflects the rest of U.S. scale and, if applicable, will be adjusted to meet the locality pay or cost of living expenses of the duty location upon selection. This position is located in the Department of Homeland Security (DHS), Customs and Border Protection (CBP), Office of Facilities and Asset Management (OFAM). The incumbent serves as a Special Assistant within the OFAM Front Office. This position starts at a salary of $103,409.00 (GS-13, Step 1) to $134,435.00 (GS-13, Step 10). Based on an in-depth knowledge of the mission of OFAM, the incumbent performs responsible and varied duties that encompass the full range of DHS/CBP programs and a range of issues dealing with organizational change, organizational culture, congressional activities, and professional communication. The issues are typically controversial and highly visible to Congress, DHS, and CBP. Typical duties will include: Advising leadership on all administrative management matters associated with the programs and operations of the organization. Developing, recommending, and implementing administrative policies and procedures. Guiding the development, maintenance, and operation of various administrative databases and information management systems in coordination with subject matter experts and information technology specialists. Identifying and implementing efficiency improvements by analyzing, streamlining, and automating cumbersome, time-consuming, or outdated administrative processes. Qualifications

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Developing new ways to resolve major administrative problems or plans the most significant administrative management aspects. Assisting leadership in planning, implementing, and developing the programs of the organization. Developing administrative regulations or guidelines for the conduct of program operations or new criteria for measuring program accomplishments. Preparing and presenting findings and recommendations, carry out specific actions regarding controversial issues, and/or selling or implementing new ideas and concepts. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 11/22/2024. Current and former federal employees may be required to serve or complete a probationary period. Agency Career Transition Assistance Program (CTAP) Eligibles: If you have never worked for the federal government, you are not CTAP eligible.
