The primary purpose of this position is to support morale & special needs of youth (9-18 years of age), parents & the community by providing comprehensive year-round preteen & teen program that improves & maintains the physical, mental, emotional, and social well-being of youth & reduce the potential for youth engaging in at-risk behavior. Provide technical assistance, education and training for youth program staff and parents in identifying, supporting at-risk youth & guiding & directing youth.

Duties

Plan, implement, coordinate and evaluate innovative outreach and educational activities and programs that present information on current issues and develops healthy human relations skills for program audience. Manage preteen and teen programs; monitor day-to-day operations: assisting the Youth Director in oversight of program management, administrative duties, facility, property, and maintenance. Administer preteen and teen program resources; assess needs and assist in budgeting of all necessary fund equipment, supplies, and expenditures that support day-to-day operations and long-term goals and objectives of the teen program. Provide a safe and healthy environment for youth; conduct regular safety, fire health and other required youth inspections to ensure a safe, healthy and comfortable environment exists in the teen center and its programs. Assist in developing marketing strategies to promote and publicize the preteen and teen program and increase awareness and participation.

  • Travel and relocation expenses will not be paid.
  • This position is subject to provisions of the DoD Priority Placement Program.
  • This is a drug testing designated position, The incumbent is subject to random testing for drug use.
  • Incumbent is subject to work an uncommon tour to meet program requirements including nights, weekends and holidays.
  • May be required to travel on commercial aircraft or motor vehicles when performing temporary duty or attending training.
  • Disclosure of Political Appointments is required.
  • Must have or be able to obtain a Food Handlers, First Aid and CPR certification with 3 months of entry on duty.
  • Direct Deposit: All federal employees are required to have direct deposit.

  • Subject to physical examination (every three years) and immunizations per local requirements.
  • Required to obtain a valid driver’s license prior to entry on duty and maintain it during the period of employment. Employees should be able to operate general purpose vehicles.
  • This position is designated as mission essential. Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-06 level (or equivalent in other pay systems) in the federal service in which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience which may have been gained while assisting with the planning, organizing, coordinating, supervising, or evaluating community, industrial, outdoor, institutional, or other recreational programs; planning, establishing, or evaluating a recreational curriculum for junior college or higher academic levels; instructing in the principles and techniques of recreational program planning and management and serving in a leadership role in the programs and activities of local, regional, and/or national recreational organizations. OR EDUCATION: Successful completion of one full year of graduate education in a major study which includes general recreation or one of the appropriate fields of recreation such as outdoor recreation; recreation and parks leadership; wild land recreation management; natural resources recreation; youth recreation; public, urban, or community recreation; special populations recreation (e.g., senior citizens, institutional, etc.); or physical education. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. Knowledge of a wide range of educational and recreational principles, concepts and techniques as related to adolescents. 2. Knowledge of developmental and behavioral needs of youth 9-18 years of age. 3. Knowledge of the range of activities and services to meet participants interests and needs. 4. Ability to provide mature advice and guidance to youth and ability to communicate effectively, both orally and in writing. 5. Skill in managing financial and physical resources. 6. Ability to develop and maintain good working relationships and be an effective leader. PHYSICAL DEMANDS: Work requires sitting, walking, standing, bending, lifting and carrying such items as activity and recreation supplies and equipment; and for organizing space for activities and events. Must be physically able to operate a motor vehicle for the purpose of transporting youth and/or recreational equipment for trips. WORK ENVIRONMENT: The youth program involves everyday risks or discomforts that require normal safety precautions typical of various indoor/outdoor youth activities; however, some outdoor work in various weather conditions is required in conjunction with program activities and field trips. The indoor work areas are adequately lighted, heated and ventilated. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
