The primary purpose of this position is to plan, manage, and administer comprehensive year-round youth physical fitness and sports programs and facilities used in conducting the activities installations. Programs provided are age and skill level appropriate, developmental in nature, highly motivating, and promote the maximum sense of growth. Target population is ages 5-18 years.
Duties
Plan, develop, organize, and administer diverse, multi-faceted and comprehensive physical fitness and sports programs which may include recurring fitness, sports, nutritional and incentive programs, summer programs, special events, team and individual sports or instructional programs.
Act as Chapter Director of the National Youth Sports Coaches Association (NYSCA) or certified clinician for volunteer and coach's training.
Administer sports, fitness, and instructional resource programs.
In conjunction with the Youth Program Director, procure, store, disperse, repair, replace, and control all youth sport and athletic equipment and supplies.
Responsible for the operations and maintenance of a variety of sport and fitness fields and facilities.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft

- This position is subject to provisions of the DoD Priority Placement Program
- Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays
- The employee must meet and maintain training requirements as outlined in applicable DoD and AF regulations
- The work requires the employee to drive a motor vehicle. An appropriate, valid driver's license is required for the position

- This is a Mission Essential position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42
- This position has been designated as a Testing Designated Position, employee must pass initial and periodic short notice drug testing
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for 188 series and Group Standard for Administrative & Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience at the next lower grade GS-06 level in federal service which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position and that is typically in or related to the position of Recreation Specialist (Youth Activities). Specialized experience is experience which may have been gained while planning, organizing, coordinating, or evaluating community, industrial, outdoor, institutional, or other recreational programs; planning, establishing, or evaluating a recreational curriculum for junior college or higher academic levels; instructing in the principles and techniques of recreational program planning and management and serving in a leadership role in the programs and activities of local, regional, and/or national recreational organizations.

EDUCATION: One full year of graduate education in a major study which includes general recreation or one of the appropriate fields of recreation such as outdoor recreation; recreation and parks leadership; wild land recreation management; natural resources recreation; youth recreation; public, urban, or community recreation; special populations recreation (e.g., senior citizens, institutional, etc.); or physical education. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPT.

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPT.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of youth development theory, methodology, policy, practices, and procedures relating to physical, intellectual, social, and emotional development.
Knowledge of budget, financial, and resource management practices and procedures in relation to meeting program objectives and goals.
Knowledge of requirements involved in the qualifications and suitability of adults to work with youth.
Skill in the effective management of financial, physical, and human resources of youth center programs.
Ability to communicate effectively orally and in writing.
Ability to implement policies, practices, and procedures in program and safety management.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
