You will serve as a SUPERVISORY POLICE OFFICER (INSTRUCTOR) in the SECURITY DEPARTMENT, OPERATIONS DIVISION of JB PEARL HARBOR HICKAM SEC DET.

Duties

You will evaluate law enforcement operations to verify compliance with laws and regulations. You will develop law enforcement approaches and methods of instruction to verify the curriculum meet course objectives. You will handle small arms, batons, and other assigned equipment to aid in protection of an installation. You will delegate tasks to police personnel to evaluate individual's performance of assigned duties. You will discuss with students the procedures required in law enforcement. You will recommend changes in crime prevention programs to reduce opportunities for theft, assault, illegal entry, or other kinds of violations. You will write guidance or create reference materials to assist in training police officers.

  • Must be determined suitable for federal employment.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • The DON does not employ individuals for Law Enforcement Officer positions who have been convicted of a crime of domestic violence on or after 27 November 2002. You must submit DD Form 2760, Qualification to Possess Firearms before appointment.

  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to have and maintain a current valid United States driver's license.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. You will be required to sign a DD-Form-2760, Qualification to possess firearms or ammunition.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Must be able to obtain and maintain a Secret security clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • This position requires rotating shift work.
  • A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.

Qualifications

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing course material, additions, revisions, deletions, and/or written evaluations for multiple instructional areas including force protection, law enforcement, and antiterrorism; 2) Providing classroom, field, and on-the-job training on law enforcement equipment, techniques, and firearms; 3) Analyzing officer and organizational training deficiencies to identify areas for curriculum improvement; 4) Performing the full range of supervisory duties for subordinates (i.e. making personnel decisions, reviewing work performance, identifying training needs, promoting EEO policies, etc.).
