You will serve as a SUPERVISORY POLICE OFFICER (INSTRUCTOR) in the TRAINING SECTION of JB PEARL HARBOR HICKAM SEC DET. A Cost-of-Living-Allowance (COLA) of 8.90% will be added to the stated salary. COLA is subject to change at any time.

Duties

You will perform contingency actions in response to incidents, emergencies, and hostile actions (e.g., active shooter, hazardous materials spill, bomb threat). You will facilitate classroom studies and instruction on practical use of law enforcement equipment and techniques. You will test law enforcement personnel on weapons proficiency in meeting specific jurisdiction requirements. You will administer day-to-day technical and administrative guidance on police, security, and law enforcement functions.

Requirements

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • The DON does not employ individuals for Law Enforcement Officer positions who have been convicted of a crime of domestic violence on or after 27 November 2002. You must submit DD Form 2760, Qualification to Possess Firearms before appointment.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain a current valid United States driver's license.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. You will be required to sign a DD-Form-2760, Qualification to possess firearms or ammunition.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Employee must successfully pass an initial, annual, or any required OPM, DoD, or DON mental and emotional stability screening, Physical Agility Test, and medical screening.
  • You must meet the qualifications and be certified to carry a firearm. You will need to maintain firearm proficiency.
  • Incumbent must be able to read, write and speak English.
  • Successful completion of a Police Training Academy or equivalent course (e.g., Navy Police Officer Academy) is a requirement of the position. Must Pass or complete a UPTP (Uniform Police Training Program).
  • The position is a Category 5 First Responder under CNICINST 3440.17. You must successfully complete the following courses prior to appointment: FEMA IS-100, FEMA IS-200, FEMA IS-700, FEMA IS-800, DOD IFSAC HAZMAT Level I, HAZMAT Awareness.

Qualifications

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing course material, additions, revisions, deletions, and/or written evaluations for multiple instructional areas including force protection, law enforcement, and antiterrorism; 2) Providing classroom, field, and on-the-job training on law enforcement equipment, techniques, and firearms; 3) Analyzing officer and organizational training deficiencies to identify areas for curriculum improvement; 4) Performing the full range of supervisory duties for subordinates (i.e. making personnel decisions, reviewing work performance, identifying training needs, promoting EEO policies, etc.).
