This position is located in the Policy and Coordination Oversight Branch (PCOB), Transparency and Oversight Program Office (TOPO), Office of Intelligence and Analysis (I&A), Department of Homeland Security (DHS).

- This is a Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program.
Qualifications
PCOB maintains responsibility over three primary functions for I&A: policy development and coordination; strategic planning; and governance. PCOB manages coordination of the policy lifecycle from technical drafting assistance to maintenance of I&A policy instruments. Its policy work also includes supporting expert analysis of and recommending organizational positions on Presidential Directives, proposed policies, and regulations. Its strategic planning work facilitates the development and integration of I&A's strategic objectives and goals in line with its mission and DHS's strategic plan; and of other long- and short-term strategies to address the most pressing issues impacting DHS intelligence priorities and the DHS information sharing community. PCOB represents I&A and advocates for DHS intelligence priorities in the Intelligence Community (IC) and other executive branch fora. Its governance support function manages staffing and logistics of I&A's Corporate Management Board meetings as well as coordinates preparation of I&A principals for executive-level meetings led by the Department and the Office of the Director of National Intelligence.
The incumbent will serve as an Intelligence Operations Specialist performing a broad range of activities for the Policy Coordination and Oversight Branch including but not limited to: strategic planning, developing strategic requirements, and/or drafting new policy. The incumbent will be responsible for supporting PCOB activities to accomplish I&A's mission, support operations, and invest in new activities.
Specialized Experience:
To qualify at the GS-11 level, applicants must have at least one full year of specialized experience comparable in scope and responsibility to the GS-9 level in the Federal service (obtained in either the public or private sectors) which required them to perform the following duties: 1) apply knowledge of the programs, goals, priorities, policies and commitments of the assigned organization and the national intelligence and homeland security communities to assess organizational performance; 2) assist with identifying new and established sources and analyze gathered information to develop strategies, policies, plans, and/or procedures; and 3) assist in-depth studies in support of national security intelligence.
To qualify at the GS-12 level, applicants must have at least one full year of specialized experience comparable in scope and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) which required them to perform the following duties: 1) apply proficient knowledge of the programs, goals, priorities, policies and commitments of the assigned organization and the national Intelligence and homeland security communities to assess organizational performance; 2) identify new and established sources and analyze gathered information to develop strategies, policies, plans, and/or procedures; and 3) direct, with limited guidance, in-depth studies in support of national security intelligence.
To qualify at the GS-13 level, applicants must have at least one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) which required them to perform the following duties: 1) apply expert knowledge of the programs, goals, priorities, policies and commitments of the assigned organization and the national Intelligence and homeland security communities to assess organizational performance; 2) identify new and established sources and analyze gathered information to develop strategies, policies, plans, and/or procedures; and 3) direct in-depth studies in support of national security intelligence.
In addition to the specialized experience described above, you must have related experience in each of the competencies listed below which must be supported by the information contained in your resume and other application materials:
Policy Development - Develops policy or advocates for changes in policy that will support new initiatives or required changes/enhanced.
Strategic Planning -Applies knowledge of priorities to define an entity's direction, determine how to allocate resource, and identify program or infrastructure that are required to achieve desired goals within domain of interest.
All-Source Intelligence - Analyzes threat information from multiple sources, disciplines, and agencies across the Intelligence Community. Synthesizes and places intelligence information in context; draws insights about the possible implications.
Planning and Evaluating - Organizes work, sets priorities, and determines resource requirements; determines short or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
Analytic Assessment - Applies rigorous analytic methodologies and techniques (including, as appropriate, analytic aids such as structured analytic tools, modeling, and comparative analysis) to determine the credibility of collected intelligence, to gauge how the data relates to existing information, and to evaluate, integrate, analyze, and interpret collected intelligence to assess the likelihood of events or outcomes and their significance and implications for customers.
Customer Operations and Requirements - Applies knowledge of relevant customer organizations or operations (e.g., military, policy-makers, and law enforcement), including how to translate requirements to provide appropriate output or response to meet customer needs.
Engagement and Collaboration - This performance element measures the extent to which the employee is able to recognize, value, build, and leverage collaborative and constructive networks of diverse coworkers, peers, customers, stakeholders, and teams within an organization and/or across the IC to share knowledge and achieve results.
Education
Bachelor's degree - any subject but public policy preferred
