Duties

As a HUMAN RESOURCES SPECIALIST at the GS-0201-13 some of your typical work assignments may include: Serves as Senior Human Resources Specialist with responsibility for assisting other Human Resources Specialist in analyzing, planning, coordinating, and executing various civilian personnel functions to include recruitment, placement, retention, and numerous employment activities. Provides expert advice to senior leaders, directors and supervisors on civilian personnel management programs and policies covering a civilian workforce comprised of General Schedule (GS), and Defense Intelligence Civilian Personnel System (DCIPS)/General Grade (GG) employees related to hiring practices associated with numerous employment activities and a variety of special recruitment programs to include programs that emphasize affirmative action outreach and non-competitive sources of candidates. Serves as a subject matter expert on assigned personnel special emphasis programs and/or special assignments and provides expert guidance and services regarding these programs/assignments. Analyzes and evaluates program execution; recognizes problems and problem areas; originates solutions to complex or unusual issues; and is cognizant of areas requiring coordinated efforts. Develops recommendations with options for new methods or procedural changes.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Experience advising on a range of civilian HR management functions which includes recruitment, accessions, and sustainment, to include coordinating hiring actions by assisting management in the preparation of various documentation, including recruitment incentives, pay setting, and non-competitive actions. Experience providing advice and assistance regarding hiring practices associated with a variety of special recruitment programs and programs based upon special appointing authorities. Experience providing advice and guidance regarding a variety of employment activities such as reassignment, detail, career assistance transition programs, priority placement program (PPP), pay setting, time-in-grade, and recruitment incentives. Incumbent must also have an advanced understanding of HR management principles, concepts, regulations and practices, and analytical methods and techniques to develop HR strategies, plans, measure, and evaluate results of civilian HR program execution. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
