This position is located within the Department of Homeland Security (DHS), Office of Intelligence and Analysis (I&A), Collection Management Division (CMD), Requirements Management Branch (RMB).
Duties
The primary role of Senior Collection Manager is to support the Branch Chief in in managing employees (both junior and senior collection managers (CMs)) performing a variety of all-source (HUMINT, OSINT, SIGINT, MASINT, GEOINT) collection management support. Support includes requirement creation, vetting/validation, coordination, sponsorship, and publication; Collection Support Primer (CSP) creation and coordination; direct CM embedded support to I&A analytic centers; participation and support to various Intelligence Community (IC) and DHS Intelligence Enterprise (IE) working groups; and departmental executive administration for Counterintelligence & Human Intelligence Requirements-Reporting and Operations Management Environment (CHROME) and the Unified Engagement Environment (UEE).
The RMB Senior Collection Manager is responsible for assisting with the day-to-day oversight of the intelligence collection requirement life cycle for all DHS I&A organic and DHS IC-facing collection requirements through the proper systems of record (Open-Source Collection Acquisition and Reporting - Management System (OSCAR-MS), National MASINT Requirements System (NMRS), GEOINT Information Management System (GIMS), CHROME, and UEE).
The RMB Senior Collection Manager will assist with the management of the I&A Geospatial Intelligence exploitation team. As such, the incumbent will serve as a GEOINT exploitation production and quality assurance/quality control manager, while also supporting the guidance, input, and oversight of program documentation to include policies, white papers, Standard Operating Procedures, job aids, and marketing materials. Further, this position will require assisting with the oversight of specialized equipment procurement and inter-agency agreements with NGA for additional NGA-provided computing systems.
Additionally, the Senior Collection Manager is expected to serve as the backup to the RMB Branch Chief when needed, and directly assist the Branch Chief in the day-to-day execution of CMD missions through management of employees conducting all-source collection management and GEOINT exploitation for DHS, to include mentoring and guiding professional development and recommending best practices and use of resources for the accomplishment of varied roles within the branch. The applicant will ensure employees work closely with I&A analytic divisions, DHS IE, and the IC on developing collection management and GEOINT exploitation processes aligned to prescribed I&A priorities. The incumbent will ensure DHS equities are represented via in-person engagement and presentations as well as through written correspondence and production. Additionally, the incumbent will: assist in the coordination and publishing of all-source collection requirements and materials to focus and inform collectors; manage embedded analytic center collection management support, partner engagements, and analytic collaboration; and lastly, manage GEOINT exploitation, production, dissemination, and partner engagement.
MAJOR DUTIES
At the full performance level, the incumbent will serve as Senior Collection Manager assisting with the management of collection management and GEOINT Exploitation personnel and programs within I&A CM.
Requirements
- Must be able to obtain/maintain a TS/SCI Security Clearance.
- This is a Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program.
- Must be a U.S. Citizen.
- Overtime may be required in response to a significant event.
- Occasional Travel - Overnight travel may be required.
Qualifications
Specialized Experience: To qualify for a GS-14 position, the candidate must possess at least one year of specialized experience, equivalent at the GS-13 level in the Federal service, or comparable experience not gained through federal service; Candidates must possess certain knowledge, skills, abilities, or other characteristics to successfully perform the functions of this position.
Experience or understanding of personnel management responsibilities, to include but not limited to managing time and workload of self and team members, resolving complaints, identifying opportunities for employee recognition, identifying employee developmental needs and providing or arranging for training (formal and on-the-job) to maintain and improve employee job performance.
Technical knowledge in collection requirements management, collection operations management, and GEOINT exploitation.
Experience in planning, managing, and directing engagements with a wide range of customers and stakeholders to build relationships that will enable the accomplishment of branch-, division-, and departmental-level objectives.
Obtaining cooperation and support to resolve policy and programmatic issues among stakeholders within and outside the Department, including other Federal organizations, state and local government officials, external groups, and key government and Private Sector individuals.
Preparing and reviewing substantive correspondence and executive-level documents; editing for accuracy, responsiveness, acceptable tone, grammar, style, procedural requirements, and compliance with policies.
Identifying and properly addressing issues or areas of concern that could impede timely and quality responses to tasks.
Education
Substitution of education in lieu of specialized experience may not be used for this grade level.
