(FRA) seeks a Human Resources (HR) specialist(s)to provide advice and guidance to managers, supervisors, HR Staff, and employees on the full range of HR management programs. Serves an expert and performs duties in one more HR functional areas on behalf of headquarters or subcomponent organizations.

Qualifications

To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements. To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07 it must include: Experience assisting in the delivery of Human Resources Service for an organization, such as recruitment and placement; classification; staffing; processing; employee and labor relations; performance management; compensation; training and development; or HR systems and data analysis. To qualify for the GS-09 on Education alone, you must have 2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree. You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Customer Service - Anticipates and meets the needs of both internal and external customers. Delivers high-quality products and services; is committed to continuous improvement. Personnel and Human Resources - Knowledge of one or more of the following areas: recruitment classification, benefits, labor relations, negotiation, and Federal, state, and local employment regulations. Resilience - Deals effectively with pressure; remains optimistic and persistent, even under adversity. Recovers quickly from setbacks. Teamwork - Encourages and facilitates cooperation, pride, trust, and group identity; fosters commitment and team spirit; works with others to achieve goals. Communications and Media - Knowledge of the production, communication and dissemination of information and ideas to inform via written, oral, and visual media.
