This position is located in the Department of Homeland Security (DHS), Office for State and Local Law Enforcement (OSLLE). The primary purpose of this position is to be the subject matter expert in supporting the Assistant Secretary for State and Local Law Enforcement and office leadership by building and maintaining partnerships with state, local, tribal, territorial, and campus law enforcement to support Department leadership engagements. Non-BU: This is a non-bargaining unit position.

Duties

As a External Affairs Specialist (Law Enforcement), GS-0301-13/14, your typical work assignments may include: Develops and manages the partnership and engagement portfolio with identified state, local, tribal, territorial, and campus law enforcement organizations and agencies, including national associations, affinity groups, and state-based associations. Supports the Department and or OSLLE leadership with engagement and outreach efforts to state, local, tribal, territorial, and campus law enforcement agencies and organizations. Identifies the issues, concerns, and recommendations of state, local, tribal, territorial, and campus law enforcement that might impede their role in the homeland security enterprise or their response to DHS policies, programs, and initiatives. Facilitates the development, modification, or successful implementation of the Department's policies, programs, and initiatives based on external affairs insights. Clearly articulate and share law enforcement requirements and concerns in a timely manner, along with fully documented recommendations. Qualifications

Specialized Experience GS-13 To qualify at the GS-13, you must possess at least one (1) year of specialized experience equivalent to the GS-12 grade level in Federal Service or private sector equivalent experience. For this position, specialized experience is defined as: General knowledge of state, local, tribal, territorial, and campus law enforcement's role in preventing, preparing for, protecting against, and responding to natural disasters, acts of terrorism, and other man-made disasters within the United States. This includes comprehensive knowledge of the laws, policies, priorities, programs, activities, national trends, and congressional actions that affect the ability of state, local, tribal, territorial, and campus law enforcement to effectively participate in the homeland security enterprise. General knowledge of external affairs and/or intergovernmental affairs practices, relationships, and activities sufficient to inform the development, implementation, or revision of national policies or initiatives, serve as a liaison, and to work closely with state, local, tribal, territorial, and campus law enforcement elected and appointed officials, associations that represent their interests, and criminal justice organizations. Demonstrated ability to obtain cooperation and support to resolve issues among stakeholders within and outside an organization, including other federal organizations, external groups, and key government and private sector individuals. Intermediate skills in educating and communicating orally and in writing with clarity, tact, and diplomacy to promote effective presentation of policies, priorities, programs, and activities to external stakeholders in various settings. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Substitution of education in lieu of specialized experience may not be used for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
