This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of the Actuary (OACT).
As a ECONOMIST, GS-0110-13, you will participate in economic analysis of health care financing issues and their connection with CMS programs, the health care sector, and the national, state, and local economies.
Duties
Identifies, plans, participates in, executes, and completes in-depth economic studies related to the health care financing system(s).
Serves as a subject matter expert in developing and implementing methodologies for analyzing health expenditures, provider costs and input prices, health indicators and related areas.
Serves as subject matter expert in developing explanatory and predictive modeling to analyze behavioral, economic, and health-specific factors associated with health care programs and expenditures.
Interprets data and prepares briefing material and reports on issues such as those identified above, for use by CMS, the Executive Branch, Congress, and the media.
Responds to requests for conceptual and statistical analyses, particular in the areas of health insurance coverage, health behaviors and health status, and medical expenditures.

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Estimating and analyzing historical U.S. health expenditures. 2) Conducting analysis of economic data related to the U.S. Health sector, i.e., health care employment, wages, insurance coverage, and/or prices; AND 3) Identifying economic factors that explain and/or predict health care spending.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
Education
Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements:
A. Possess a degree in economics that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. (

OR
B. Possess a combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education (
TRANSCRIPT WITH APPLICABLE COURSES REQUIRED AT TIME OF APPLICATION). Examples of qualifying experience include: individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation; OR supervision or project coordination of assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; OR teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.
