This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare and Medicaid Innovation (CMMI), Research & Rapid Cycle Evaluation Group (RREG). As a Economist, GS-0110-11/12, you will perform economic analysis of healthcare financing issues and assess their impact upon CMS programs, the healthcare sector, and the national, state and local economies.

Duties

Design, conduct and perform analyses that address economic issues related to CMMI models, CMS proposed regulations, or final regulations. Analyze and evaluate a broad range of proposals which relate to health care financing and delivery systems and CMMI models, and make recommendations regarding technical acceptability. Provide technical advice to stakeholders on the use of complex econometrics and statistical techniques which may include regression analysis, development of risk adjustment methodologies, and econometric modeling. Interpret technical data and prepare briefing materials, memorandums and reports for CMS leadership.

Qualifications

In order to qualify for the GS-11, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-09 grade level in the Federal government, obtained in either the private or public sector), to include: 1) Conduct studies of cost, use, or outcomes of programs or services; 2) Apply statistical, econometric, or financial economic techniques to address research or policy issues; AND 3) Prepare written documents (i.e., technical reports, research results, or project summaries) for stakeholders. - OR - Substitution of Education for Experience: You may substitute education for specialized experience at the GS-11 level by possessing a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or equivalent doctoral degree or LL.M., if related to the position being filled. - OR - Combination of Experience and Education: Only graduate education in excess of the amount required for the GS-09 grade level may be used to qualify applicants for positions at grades GS-11. Therefore, only education in excess of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree, may be used to combine education and experience. TRANSCRIPTS are required to verify satisfactory completion of the educational requirement related to substitution of education for experience and combination of experience and education. In order to qualify for the GS-12, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-11 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Conduct predictive and/or explanatory analyses of policy issues; 2) Apply statistical, econometric, or financial economic techniques to analyze programs and draw conclusions; AND 3) Write or present research summaries or technical reports to stakeholders.. Substitution of Education for Experience: There is no substitution of education to meet the specialized experience requirement at the GS-12 grade level. Combination of Experience and Education: There is no combination of experience and education to meet the specialized experience requirement at the GS-12 grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements:
Degree: ECONOMICS, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
OR
Combination of education and experience: courses equivalent to a major in economics, plus appropriate experience or additional education. Examples of qualifying experience include: individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation; OR supervision or project coordination of assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; OR teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.

TRANSCRIPTS are required to verify satisfactory completion of the educational requirement listed above.
