You will serve as a CONTRACT ANALYSIS SPECIALIST in the Workload Forecasting and Performance Program Division (Code 1250), in the Business and Strategic Planning Office (BSPO) (Code 1200) of NORFOLK NAVAL SHIPYARD.

Duties

You will coordinate ARB (Acquisition Review Board) contract candidate requirement owner, resource department and project discussion. You will analyze contract candidate submittals for all ARB (Acquisition Review Board) for accuracy and completion. You will issue and maintain oral and written acquisition guidance for NNSY departments and projects that are involved with the contracting process for discrete and touch labor services.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience demonstrating fundamentals of government contracting, to include planning, solicitation, award and administration of contracts that directly support NNSY work. This may be gained through formal training or practical experience in dealing with government contracts. Experience providing oral and written communications to work with a diverse group of people including individuals from all NNSY departments, other government naval shipyards, NAVSEA, private shipyards, and Fleet/Type Commanders. Experience working closely with project teams, requirement owners and Code 400 to avoid milestone impact during project execution. Given the sensitivity of the position, the incumbent must possess skill in discretion and tact to deal effectively with business sensitive issues and information regularly accessed. GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience managing progressively difficult coordination efforts. Ability to utilize ingenuity, creative thinking, and sound judgment to provide recommendations. Experience developing and maintaining meeting agendas, minutes and metrics using Microsoft programs and software while maintaining impeccable digital and hard copy files. Experience providing concepts, theories, principles, practices and techniques of contract planning and administration. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-9
Successful completion of a master's or equivalent graduate degree

Successful completion of two full years of progressively higher level graduate education leading to a master's degree

or
