Duties
Serves as a key advisor responsible for staff transportation, traffic management, and systems operation programs for DLA Distribution
Serves as a subject matter expert for all business processes governing the management of commercial and DoD cargo and freight transportation services, payment procedures, budget development, and execution oversight for funding requirements
Acts as DLA Distribution’s compliance and inspections expert for all policies, procedures, best practices, and functions impacting transportation operations
Develops transportation guidelines, business rules, standard operating procedures (SOPs), and job breakdown sheets (JBSs) impacting operations
Serves as Contract Officer Representative (COR) providing technical oversight, surveillance, and administration of shipments under contract originating to and from distribution centers and satellite locations
Identifies and defends funding to support the needs of transportation operations and equipment distribution requirements that impact transportation operations

- This position and any future selections from this announcement may be used to fill various shifts located within DLA Distribution Headquarters in New Cumberland, PA.
- This is a Mission Essential (ME) position. The incumbent may be required to report to work in the event of a natural disaster, inclement weather, or crisis.
- You will be a Mission Essential employee. This requires you to work during an emergency to ensure continuation of essential functions. You may be required to work at the designated duty location, a telework site, or an alternate location/facility.
Qualifications
To qualify for a Traffic Management Specialist, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
- Managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities;
- Conducting surveys and studies of traffic management functions, operating methods, procedures, and performance;
- Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities; and
- Making presentations on traffic matters before Federal, State, or local regulatory bodies
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
