Duties
Serves as Traffic Manager in a 2nd-level or higher supervisory capacity, primarily involved in managing the transportation/traffic program at a Distribution Center (DC) within the DLA Distribution.
Directs employees in accomplishing responsibilities related to freight consolidation, freight terminal operations, freight transportation, and material movement activities.
Serves as the DC's Transportation Officer and technical authority on transportation operations and programs, interpreting higher level guidance and ensuring policies and procedures are appropriately executed by the subordinate staff.
Coordinates studies to develop new and improved programs and methods to ensure the most efficient, economical, and effective practices of transportation and traffic management.
Maintains liaison and participates with other DCs, foreign government representatives, other Services and agencies, as well as commercial freight forwarders to resolve problems related to the transportation of material.

- This position and any future selections from this announcement may be used to fill various shifts located within DLA Distribution Susquehanna in New Cumberland, PA.
- This is a Mission Essential (ME) position. The incumbent may be required to report to work in the event of a natural disaster, inclement weather, or crisis.
Qualifications
To qualify for a Traffic Manager, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Managing or participating in managing a transportation or traffic program involving operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, operating a transportation system to provide common carrier types of services to shippers, and procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities.
Conducting or participating .in conducting surveys and studies of the traffic management function,
Operating methods, procedures, and performance.
Making presentations on traffic matters before Federal, State, or local regulatory bodies.
Performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services.
Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities.
Providing advisory service involving commodity analysis from the transportation standpoint.
B. Education: Applicants may not qualify for this position based on education in lieu of specialized experience.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
