As a Supervisory Real Estate Program Manager you are responsible for the overall management and facilitation of high level program and project management functions of complex, mid-size to large politically sensitive customer assigned projects. Location of position: GSA, PBS, NCR in the Office of Portfolio Management and Real Estate (OPMRE). We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

The incumbent facilitates major initiatives by providing subject matter expertise on asset valuation and program tools for the management of the National Capital Region’s real estate portfolio. Takes the lead role to ensure the development and execution of targeted program strategies. Maximizes and strengthens business line relationships by understanding and managing customer expectations and perceptions to integrate subject matter expertise into the regional PBS operations and recommends changes to existing procedures and processes that will enhance the service delivery. Obtains new business and facilitates the service delivery of existing business; ensures the coordination of planning and program implementation with other PBS Divisions. Oversees the maintenance of national and regional program databases. Addresses problems and concerns raised by Client Delivery staff on behalf of customer agencies. Investigates and oversees the investigation of source of problems and validates findings. Recommends corrective action, and resolves to the mutual benefits and satisfaction of all parties involved. Supervises staff assigned to the Division in the performance of work geared toward supporting and validating client agency project management requirements. This includes: establishes and plans work schedules for subordinates; establishes short and long term priorities and objectives; evaluates employee work performance; and provides guidance, advice, and counsels on all performance and personnel matters regarding branch employees. Handles disciplinary actions when necessary. Reviews and approves or denies leave requests. 

Requirements

  • US Citizenship or National (Residents of American Samoa and Swains Island)
  • Meet all eligibility criteria within 30 days of the closing date
  • Meet time-in-grade within 30 days of the closing date, if applicable
  • Register with the Selective Service if you are a male born after 12/31/1959

Qualifications

For each job on your resume, provide: the exact dates you held  each job (from month/year to month/year) number of hours per week you worked (if part time).     If you have volunteered your service through a National Service program (e.g., Peace Corps, Americorps), we encourage you to apply and include this experience on your resume.For a brief video on creating a Federal resume, click here. The GS-14 salary range starts at $139,395 per year.  To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is experience: 1) Developing and analyzing long and short term strategies for the accomplishment of goals and objectives; 2) Evaluating program performance to identify problems or issues and recommending process improvements, corrective measures and/or alternatives; 3) Analyzing and providing technical advice and direction in the development and implementation of real estate policy; and 4) Leading or managing a multi-functional teams as project manager and providing training, mentoring and guidance to accomplish organizational goals.
