Qualifications

NOTE:  You must meet qualification requirements by the closing date of this announcement. We are looking for at least one year of specialized experience related to this position as described below: To qualify for the GS-09 level, you need to have at least one year of full-time experience equivalent to the GS-07 level defined as providing customer support for IT services, work with stakeholders and technical managers to support business development and new service offerings, and manage customer ordering, funding and billing.- OR master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related; degree in an academic discipline related to this position- OR an equivalent combination of education and experience. To qualify for the GS-11 level, you need to have at least one year of full-time experience equivalent to the GS-09 level defined as developing IT strategies, planning, organizing, and determining necessary policies, regulations, directives, and procedures for the establishment and maintenance of assigned programs.- OR Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., in an academic discipline related to this position- OR an equivalent combination of education and experience. Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of policy and planning formulation process, capital investment planning principles and methods, the organization’s enterprise IT goals and objectives Ability to conduct customer and market analysis/studies to support business solutions to management challenges Ability to gather and evaluate data to develop complete decision packages, staff studies, recommendations, and prepare executive briefings and/or similar materials for use by management in carrying out and reporting on WCF service accomplishments Knowledge and understanding of governing financial policies, precedent setting decisions, procedures, and regulations issued by higher headquarters Ability to conduct cost benefit studies to implement projects with the most efficient use of human capital and material resources at the lowest cost Ability to ensure activities are completed in accordance with the project scope and within the approved schedule and budget constraints Ability to identify and analyze a resolution of a range of problems to include formulation of budget estimates Ability to develop and administrate budget execution plans Ability to troubleshoot actual or potential problem areas and presenting conclusions and recommendations to management officials Ability to provide a wide range of timely and appropriate communications (briefings, presentations, talking points, emails, etc.) for the purpose of conveying IT service information and issues in an easily understandable manner Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
