This notice is issued under direct-hire authority in response to the Creating Helpful Incentives to Produce Semiconductors (CHIPS) Act of 2022 for which NIST has a critical hiring need.
Duties
In this position, you will:
Develop and execute loan and grant management strategies and provide guidance to ensure the compliance and success of transactions in semiconductor manufacturing.
Develop recommendations on risk, financial metrics, transaction terms, and funding requests.
Use experience and knowledge of portfolio management, federal credit, and direct funding to support CPO and collaborate with stakeholders including funding recipients, the leadership of CPO, NIST, the Department of Commerce, and other federal agencies, as well as state and local officials.
Manage internal controls and risk management processes to maintain the integrity, accountability, and transparency of CHIPS programs.
Conduct regular performance reviews and provide feedback to ensure continuous improvement and adherence to project goals.
Interpret ambiguous guidelines and procedures to make or escalate decisions related to loan and grant compliance and remediation.
Lead program working groups to develop semiconductor industry investment theses and support program policy development.
Engage with semiconductor company executives to gather information and provide feedback on CHIPS program project progress.
Project manage the core CHIPS post-award processes including supporting the planning, direction, and execution of the CHIPS project execution process.

Qualifications
This position requires one year of specialized experience equivalent to at least the GS-13 (ZA-3 at NIST) level. Specialized experience is defined as:
- Tracking and monitoring project execution, monitoring and performance.
- Semiconductor industry experience, and/or experience in the USG in program management, and/or financial analysis, investment banking, corporate consulting, and/or other experience that demonstrates an ability to lead technical program management.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
