Duties

As a Emergency Management Specialist, you will: Apply appropriate knowledge management and decision support tools, models, and procedures to gain current and accurate situational awareness. Conduct information briefings such as mission briefings, just-in-time training, and facility orientations for such staff. Plan address natural (e.g. hurricanes, floods, droughts, earthquakes, etc.) and man-made (e.g. enemy-induced situations, civil disturbances, catastrophic disasters, etc.) emergencies. Implement and maintain Continuity of Operations (COOP), Devolution and Reconstitution Plans, alternate sites, cadre/team assignments, emergency contact data, and access to applicable vital agency records.

Qualifications

All qualification requirements must be met by the closing date of the announcement. Minimum Qualifications: To qualify at the GS-11 grade level, you must have at least one year of specialized experience at or equivalent to the GS-09 grade level, which must include the following experience: Specialized experience is experience at or equivalent to which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience with delivering all-hazards public health support and provide technical assistance in support of the development of preparedness, response, and recovery activities associated with domestic and international public health emergencies. OR Have a Ph.D., or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to a doctoral degree or LL.M. from an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work (e.g. human resources management, business, or law). OR Have a combination of graduate level education and experience that meets 100% of the qualification requirements for this position.GS-12: Applicants must have one year of specialized experience at or equivalent to the GS-11 level of difficulty and responsibility in the Federal service as defined in the next paragraph. Specialized experience is experience at or equivalent to which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience delivering and coordinating all-hazards support for public health preparedness, response, and recovery activities associated with domestic and international emergencies, such as bioterrorism, technological, radiological, chemical, environmental, and natural disasters that threaten public health and safety. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Promotion potential: Promotion to the next grade level is at management's discretion and is based on your meeting qualifications and time-in-grade requirements, demonstrated ability to perform the higher-level duties, the continuing need for the higher-level duties, and administrative approval. Promotion to the next grade level is not guaranteed and no promise of promotion is implied.
