The primary purpose of this position is to To serve as an Attorney-Advisor in the Headquarters Air University
Office of the Staff Judge Advocate.
Duties
As assigned by Headquarters Air University Staff Judge Advocate and without direct supervision, accomplishes research and writing on specialized projects in many widely varied areas of civil law, which often require an exceptionally high level of legal training and experience.
Serves as a principal advisor to the Headquarters Air University Commander, the Headquarters Air University Staff Judge Advocate and headquarters staff in matters of general law, focusing on information and privacy law and related areas.
Assists the Headquarters Air University Staff Judge Advocate in carrying out responsibilities in matters pertaining to general law, focusing on ethics and related areas, including the Joint Ethics Regulation, general officer and spouse travel, gifts to the Air Force, and post-government employment, among others.
Legal counsel for acquisition programs. Applies knowledge of statutory and regulatory law, including but not limited to the Federal Acquisition Regulation (FAR), all as interpreted by courts and administrative boards, to develop legal advice that best satisfies the client's priorities.
Researches, interprets, analyzes, and applies the laws, regulations, and policies applicable to real property, TFII, BRAC, and MHPI programs. Identifies and develops changes in USAF regulations and practices and procedures to align them with the requirements of federal law and regulations.
Recognized throughout Headquarters Air University as a subject matter expert within the areas of labor relations law, standards of conduct, and military and civilian personnel law, including civilian-led unit issues, the National Security Personnel System (NSPS), and issues related to the hiring, retention, and promotion of civilian professors, the acceptance and administration of endowed chairs, and appropriate agreements with visiting professors to ensure compliance with Air University's statutory employment authority.

- Attorney appointments are subject to serve a one-year probationary period.

- Employee must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth.
- Five years of relevant experience or an advanced law degree in any subject demonstrating the ability to master difficult and complex areas of specialty with the law is desired.

GENERAL REQUIREMENTS:
You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status.
Specialized Experience: In addition to the basic requirement, you must have professional legal experience in excess of two (2) years that commensurate with the position's duties and responsibilities.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge of labor relations law and institutions, including but not limited to military and civilian personnel law and regulations, the National Security Personnel System (NSPS) and Federal Labor Relations Authority (FLRA), the Merit Systems Protection Board (MSPB), the Equal Employment Opportunity Commission (EEOC).
2. Professional knowledge of Federal Government contracting procedures, as well as applicable legislation, regulations, and guidance, including but not limited to the Federal Acquisition Regulation (FAR).
3. Professional knowledge of ethics law (to include the Joint Ethics Regulation (JER)), the Freedom of Information Act (FOIA) and the Privacy Act (PA) sufficient to competently advise senior decision makers.
4. Professional knowledge of the varied legislation, regulations and guidance, including but not limited to the Federal Property and Administrative Services Act, as amended, the Surplus Property Act, as amended, Federal Property Management regulations, and Department of Defense and Air Force issuances used in providing legal services involving federal real and personal property transactions.
5. Knowledge of theories, principals, and techniques of legal research, general legal resource materials, and the skill to apply this knowledge; as well as a thorough understanding of the electronic, e.g., computer-assisted, web based, research tools available to ensure access to comprehensive and current information.
6. Highly skilled in written and oral advocacy, possessing superior negotiation skills, and capable of rational, logical thinking sufficient to prepare and present written briefs and oral arguments, to recognize, analyze, and segregate various legal aspects of complex factual situations, to write concise legal opinions, and to explain complex legal principles and recommend appropriate actions. Ability to plan, organize work, and meet deadlines with minimal required supervision.

Education
Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
