The primary purpose of this position is to serve as an Attorney Advisor in the Directorate of Legal Information Services (JAS), Air Force Legal Operations Agency (AFLOA), an Air Staff Field Operating Agency. In this role, the incumbent is responsible for preparing legal advice and recommending, originating, developing, and managing information technology programs and legal information services for the Air Force Judge Advocate General's Corps (TJAGC) and Department of Defense (DoD).

Duties

Performs legal review of law, regulations and policies affecting web-hosted legal information services, in particular but not limited to maintaining expertise in cyber and computer law, Freedom of Information Act, privacy, security, and records management. Drafts legal and management documents necessary for achievement of the AFLOA/JAS mission. Drafts and negotiates interagency agreements to obtain, provide, or exchange services, data, or systems support or to engage in mutually beneficial projects with respect to legal information systems. Advises the Division Chief on policies, plans objectives and procedures for all legal information systems and in all areas related to application of information services, systems and technology for TJAGC. Serves as a functional expert consultant within the Department of Defense on all aspects of legal information retrieval systems. Serves as a functional expert consultant within the DoD on all aspects of legal information retrieval systems. Develop relationships with the legal communities served by JAS systems and serve as an authoritative source of information on JAS systems. Maintain continuous collaboration with subject matter expert offices to guide the development of FLITE and JAS products. On a limited basis, provides computer assisted legal research services as required by the FLITE Service Center. Conducts legal research for clients contacting the Service Center and briefs clients on the results of research conducted.

  • J.D degree from an ABA accredited Law School
  • At least two years experience in the practice of law
  • At least one year's experience using computer-assisted legal research systems. Education in computer science or information systems at the college or university level and/or work experience with information systems is required
  • Active license to practice law maintained in at least one state, U.S. territory or federal jurisdiction
  • Ability to achieve necessary security clearances
  • Ability to write clearly and persuasively, to make oral presentations to professional groups, and to explain highly technical matters clearly and concisely
  • Must be able to obtain and maintain a Secret Clearance
  • Advance in hire may be authorized if there is demonstrable proof on your resume
  • Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement

Qualifications

GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status. Specialized Experience: In addition to the basic requirement, you must have professional legal experience in excess of two (2) years that commensurate with the position's duties and responsibilities. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Skill in the use of electronic research engines and legal database systems. Knowledge of the principles, concepts, and methods of legal research and reference materials. 2. Knowledge of advances in information technology, including hardware, software development and communications systems. 3. Ability to relay complex information concerning law, legal technology and design requirements to non-legal personnel using methods which will facilitate their ability to understand and apply to their assigned projects. 4. Skill in several basic federal legal practice areas including but not limited to military justice, federal tort claims, contract law, constitutional law, labor law, administrative procedure, international and operations law, cyber law and intellectual property. 5. When representing and speaking for the organizational unit and its work (e.g., presenting, explaining, selling, defining, and negotiating) to those within and outside the office, demonstrate skill in writing and speaking clearly and persuasively. 6. Ability to work well with coworkers, customers and senior leaders including General Officers or equivalent. Ability to balance the interests of clients and readily readjusting priorities to respond to customer demands. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
