You will serve as a CIVIL ENGINEER in the FACILITIES ENG & ACQ DIVISION of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Duties

You will create written documents such as specifications, test requirement documents, independent government cost estimates, and drawings for civil engineering projects. You will complete design drawings, calculations, and specifications with design and drafting software. You will prepare civil engineering designs for new construction and investigate existing conditions to develop recommendations for necessary repairs and modifications. You will perform quality assurance review of drawings, specifications, calculations, cost estimates, and studies prepared by A/E design firms. You will provide civil engineering support to active construction projects including the following activities: submittal review, respond to RFIs, quality assurance site visits and inspections, commissioning, and project closeout. You will ensure that the civil aspects of projects are constructed in accordance with contract plans and specifications. You will investigate construction to identify major problems and initiate corrective actions. You will meet with personnel (e.g., architectural and engineering experts, consultants, construction managers, and customers) to gather information required to prepare statements of work to procure A/E services You will resolve construction project issues and develop solutions to mitigate or eliminate obstructions to ensure on-time completion of projects. You will manage projects (e.g., scope, schedule, funding) to ensure successful engineering and architectural project management techniques are applied, and prepare written reports to provide status or project updates. You will brief senior level leadership on the progress achieved toward meeting strategic objectives.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Selective Placement Factor (SPF): This position has an SPF which is current registration as a Professional Engineer (PE) from any state, the District of Columbia, Guam or Puerto Rico. You must provide a copy of your current registration with your application. A copy of a wall certificate that does not show current registration status will not serve to verify you meet this requirement. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Leading the production of construction documents (plans & specifications) for large and/or highly complex buildings (i.e., multi-story office buildings, training facilities, multi-purpose buildings, aircraft hangars, medical facilities maintenance shops, food service facilities, and/or large housing projects), including civil engineering design (site grading, storm water management & erosion control) drawings, plans, specifications, and design-build requests for proposal; 2) Reviewing facilities construction submittals for conformance to the requirements of civil engineering contract drawings/specifications as well as requirements for state/local regulatory agencies; 3) Resolving civil engineering construction and design issues encountered during the performance of facilities contracts; 4) Acting as a mentor to junior civil engineering staff within the agency; 5) Applying knowledge of DOD or other federal contracting regulations and procedures in the procurement of Architecture-Engineering (A-E) and/or construction services; and 6) Preparing government or other related estimates for A-E and/or construction contracts, including assessing work of engineering disciplines. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
