Duties

This job opportunity is located in the Finishing Section, Document Services Branch, National Processing Center (NPC), Jeffersonville, IN. This position instructs and leads employees in setting up, operating, and ensuring proper maintenance of a complex variety of automated mail processing equipment such as automated finishing, addressing, folding, decollating, and bindery equipment. This position is included in the bargaining unit.The individual selected for this position will: Set-up, operate and maintain pieces of various types of automated equipment such as inserters, folders, addressing equipment, both ink jet and labelers, decollators, bursters, power cutters, drills and various binding equipment to ensure operator coverage during peak workload periods. Identify and resolve problems caused by substandard materials, improper machine operation and procedural errors. Operate equipment and inspect materials during process for proper sequence, and substandard items such as torn pages, loose labels, improper address position, illegible print, etc., to assure quality of work; Observe operations and make adjustments to produce smooth operations with a minimum of work stoppage. Maintain controls, records, logs and current equipment specifications which provide essential information to supervisors, scheduling coordinators, sponsors and automated reporting systems; conduct training sessions as instructed by supervisor to provide operators with procedural and equipment changes which affect job processing; periodically review safety requirements and recommend changes which enhance safety and/or clean environment. Perform operator maintenance and periodic inspections or servicing such as daily, weekly and monthly lubrication and replacement of parts, including springs, suction cups, vacuum lines, rubber rollers, and similar parts. Tour of Duty: Hours will be 6:45 a.m. to 3:15 p.m. Monday through Friday. Alternate Work Schedule is available. Alternate Work Schedule is an 80-hour biweekly basic work requirement that is scheduled in less than 10 days; i.e., eight 9-hour days/nights, one 8-hour day/night, and one day off. Physical Requirements: This position requires substantial standing for extended periods of time and frequent pushing and pulling of bins, warehouse trucks or postal containers to other processing locations. The work requires frequent bending, stooping, reaching and walking while handling printed materials, paper and other components. The employee lifts, on a recurring basis, a variety of moderately heavy materials and supplies (approximately 30 pounds) such as boxes of forms, record boxes, boxes of cards and envelopes. Rarely, the employee may be required to lift heavy (over 50 pounds) items such as mailbags or large stacks of paper stock. The work is repetitive, fast paced and done in an assembly line atmosphere. Procedures and policies are established for jogging and flipping material, checking for completeness and print quality. Working Conditions: Work is performed in well-lighted areas, with adequate to very poor ventilation. Operator is subject to cuts, bruises, shocks or possible damage to extremities during high-speed operation. Environment is noisy, hot or cold, and may be dusty, dirty or smelly during operations or clean-up procedures.

Qualifications

Time in Grade: In addition to specialized experience, you must meet the time in grade requirement. Current and former Federal civilian employees must have held a position at the grade 06 for at least 52 weeks in the Federal Service for promotion to the grade 07. Time-in-grade/band requirements must be met by the closing date of the announcement unless eligible for special hiring authority, reinstatement eligible, non-current Federal employee applying as VEOA eligible which do not require time-in-grade/band. Specialized Experience: You qualify at the grade 07 level if you possess one year of specialized experience that equips you with the skills needed to perform the job duties. This specialized experience must have been equivalent to at least the grade 06 level to meet the qualification requirements in the Federal Service. Specialized experience is defined as experience that includes operating mail processing equipment and controls, setting up and adjusting mail processing equipment to produce acceptable products or services on a timely basis, and performing normal operator maintenance. Education cannot be substituted at this grade level. Employees on a permanent appointment who were hired through a Recruiting Bulletin, who have not served in their current appointment for at least 90 days, are not eligible to apply. However, if this vacancy is in the same line of work as your current position (same qualification requirements), and selection for this position would not result in a promotion action the 90 day waiting period does not apply.
