You will serve as the Supervisory Engineer/Scientist (Branch Head) for the Unmanned Undersea Systems Development and Acquisition Branch, Code 4532, of the Unmanned Undersea Systems Division for NAVUNSEAWARCENDIV NEWPORT RI. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-4 pay band encompasses positions equivalent to the GS-12 and GS-13.

Duties

You will serve as the Supervisory Engineer (Branch Head) for the Undersea Warfare Systems Development and Acquisition Branch (Code 4532). You will plan, establish, direct and maintain the effectiveness and safety of personnel and facilities. You will provide technical and management oversight and day-to-day supervision of employees to ensure delivery and quality of products assigned to their organization. You will work with Technical Project Managers, Lead System Engineers, Functional Chief Engineers, and other line managers to assess product status and correct/mitigate issues and risks. You will develop a skilled workforce by the creation of individual development and career plans, training opportunities, and employee mentoring. You will communicate organizational items of interest to employees and develop near-term and far-term branch goals that support the strategic organizational goals of the Department and Division. You will ensure that technical and business processes within their branch are operating effectively and address any issues as they arise. You will lead Department strategic initiatives and support Division Newport Strategic initiatives. You will promote mentoring and diversity within the branch. You will direct disciplinary action when appropriate. You will represent the Division and Navy as an expert on programs/issues concerning branch programs.

  • You will be required to perform occasional sea duty.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • For the 1550: This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 801 level INTERMEDIATE within 12 months of appointment.

Qualifications

This is an interdisciplinary position and may be filled by a General Engineer (0801) or General Physical Scientist (1301) or a General Mathematician and Statistic Scientist (1501) depending upon the qualifications of the candidate. For the ND-04: In addition to the Basic Requirements for this position, your resume must demonstrate at least one year of specialized experience equivalent to the next lower ND-03 (GS-9/11) pay band in the federal service or equivalent experience in the private or public sector as a professional engineer leading engineers in the developing and maintaining of project schedules and resources for Unmanned Undersea Vehicle programs. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

For 0801: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. OR

Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

For 1301:
  1. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

    or

  2. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
FOR 1501:
  1. Degree: Mathematics, statistics, or actuarial science. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

    or

  2. Combination of education and experience: Courses equivalent to a major field of study as shown in paragraph A above, plus additional education or appropriate experience.
