You will serve as a GENERAL ENGINEER in the Undersea Warfare Engineering Directorate of NAVSEA HQ FIELD SUPPORT. You will serve as Subject Matter Expert for Submarine SONAR systems.
Duties
You will be a subject matter expert in the design, development, operation and maintenance of Submarine SONAR and support systems across all classes of U.S. Navy Submarine Fleet and serve as the Technical Warrant Holder for Sonar Systems.
You will provide scientific, technical and professional engineering advice and guidance on substantive technical Submarine SONAR aspects of Undersea Warfare (USW) programs.
You will perform challenging engineering work related to coordinating and managing highly complex projects.
You will support Technical Authority and provide subject matter engineering advice and guidance on assigned areas to personnel throughout NAVSEA.
You will coordinate and review technical reports and recommendations.
You will provide essential input for approval or disapproval of recommendations that affect SONAR systems across the U.S. Navy Submarine Force.
You will oversee the formulation and execution of systems engineering practices on major engineering development and in-service programs, adhering to standard systems engineering and technical policy requirements and procedures.
You will perform assessment of high-risk high value technical issues to assess the suitability, effectiveness and safety of SONAR systems for Submarines and determine the range of acceptable solutions, and thresholds for acceptable performance.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 pay band (GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional engineer applying advanced systems engineering principles (e.g. concept definition, design, development, integration, testing, fielding, operation, and maintenance) to provide guidance and oversight for the optimization of sonar systems onboard submarines.

Education
Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
