Duties
James A Haley TAMPA VAMC is looking to fill multiple LPMHC Program Coordinator positions at two of their facilities: Temple Terrace outpatient clinic and Tampa Main Campus hospital.
LPMHC Program Coordinators are administratively responsible for a clinical program and provide treatment to patients in a major specialty. They manage the daily operations of the program, develop policies and procedures, and prepare reports and statistics for facility, VISN, and national use. They will clinically supervise unlicensed graduate interns/LPMHCs and may administratively manage any employees assigned to their program.
Incumbent is expected to perform full range of assessment/treatment services to assigned patients that would include comprehensive review of current mental illness symptoms, advanced psychosocial case and care management, discharge planning, health care coordination advocacy and referral, community referrals, and the rendering of a decision regarding the presenting diagnosis with coordination of the treatment plan including recommendations for continued treatment or therapy for a variety of different mental disorders that could include particularly complex or unusually difficult patients.
Duties include but are not limited to:
develops, implements, and documents the psychotherapeutic treatment plan for an assigned caseload of patients, including prompt completion of clinical reminders and compliance with all regulatory policies, procedures, and practices.
provides consultation to professional staff within Tampa VAMC and to community providers, concerning clinical assessment findings and appropriate treatment plans for patients.
functions as an experienced senior clinician with responsibility and accountability for the technical accuracy of Veteran evaluations and the soundness of treatment plans and case management services.
assisting the Program Manager in training other staff in procedures for documenting clinical program milestones (admission date, length of stay, discharge dates, treatment and discharge plan completion, etc.).
will serve as a field instructor/trainer for graduate level unlicensed mental health counselor interns. This includes weekly face-to-face sessions, as well as phone consultation on an as-needed basis. Review intern clinical paperwork to include co-signing clinical notes. May clinically and administratively supervise an individual as they are working towards licensure.
manages and controls the use of data related to this program regarding day-to-day functioning, workload distribution and program evaluation.
plans, organizes and directs administrative, operational, Veteran and personnel activities of the supervised mental health counselors/case managers.
ongoing review of proposed program staffing patterns and respective position descriptions to best meet programmatic needs and requirements as well as interviewing/recommending new staff for final consideration for selection
assist the Program Manager in the development of community awareness and educational materials, forums, presentations and contacts. These efforts can involve the incumbent in public speaking discussions, interagency referral procedures, and direct collaboration with community providers/partners.

Basic Requirements:
United States Citizenship: Be a citizen of the United States. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: LPMHCs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3.j.
Education: Hold a master's or doctoral degree in:
Clinical Mental Health Counseling OR
Clinical Rehabilitation Counseling OR
Clinical Mental Health Counseling and Clinical Rehabilitation Counseling OR
A related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling.
CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: In addition to meeting the basic requirements stated above, the following qualifications criteria must be met in determining the appropriate grade assignment of candidates.
GS-12 Licensed Professional Mental Health Counselor (Program Coordinator)candidates must have the following:
Experience and Education: In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-11 grade level. Experience must have been in a major specialty treatment program area such as, but not limited to, Post- Traumatic Stress Disorder (PTSD), mental health intensive case management (MHICM), or other areas of equivalent scope and complexity. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency.
Experience satisfying this requirement must be active professional practice at the post- master's degree level, which is paid/non-paid employment as a professional mental health counselor. Experience is only creditable if it is post- master's degree experience as a mental health counselor directly related to the position to be filled. Qualifying experience must be at a level comparable to LPMHC experience at the next lower grade level (GS-11).
AND
Licensure: At this grade level, Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. Applicants must able be licensed to provide clinical supervision to trainees or
unlicensed LPMHCs.
LPMHC Program Coordinators are administratively responsible for a clinical program and provide treatment to patients in a major specialty. They will supervise unlicensed graduate LPMHCs and may administratively manage any employees assigned to their program.
NOTE: Loss of Licensure: Once licensed, LPMHCs must maintain a full, valid, and unrestricted license to independently practice mental health counseling, which includes diagnosis and treatment. Loss of licensure will result in removal from the GS-183 LPMHC occupation and may result in termination of employment.

Physical Requirements: The work is primarily sedentary, but it may require periods of mobility (e.g., walking, bending, or climbing) and employee may carry light items such as books, instruments, laptops and other similar materials.
